At 1:14:09, Supervisor Mueller asks the important question. It is hard to see the public view of the meeting, but almost every hand went up to support the west side parking parking.

From Caltran Public Information Officer, Jeneane Crawford:
“To fulfill the permit requirements outlined by the Coastal Commission, Caltrans will provide public access improvements supporting at least 75 free public parking spaces in the vicinity of Surfers Beach. Caltrans will work with local entities to determine the location of the parking facilities.”


San Mateo County Harbor District General Manager’s Report

October 3, 2025, received updated brief from our Pillar Point Harbor Surfers Beach Safe Parking Project consultant, CSWST2 concerning potential options to address the parking issues faced by the District.

CSWST2 has identified three options, two on Burnham Strip, and one on the west side of Route 1 between Sams Restaurant and Parking Lot C3.

The option on the Burnham Strip would involve the same parking lot with one option including an entrance to the lot from Avenue Alhambra, the other option would include access from Route 1.

The west side option, pictured below, would have access from Parking Lot C3 and from Route 1.

Note that all five lots between parcels 390 to 240 are owned by the Harbor District.

Shoaling was dredged in Fall 2025 in a pilot project. With a 5-year Coastal Commission permit extension, there should be more dredging in our future.

  1. I wanted to point out that if Sam’s indeed owned lot 240 they would not be beholden now to the Harbor District. The Staff recognized in December that Sam’s probably would not survive without alternative parking if the highway parking went away. The Harbor District spent 8,5 million dollars on the 7 lots, and 1/2 million to get a design for the bigger of the Burnham lots. Now they have introduced two alternatives, another smaller Burnham Strip lot and 6 million dollars worth of lots on the west side. They have claimed now they can’t develop the actual parking so they need help from Sam’s and Caltrans. But Caltrans has said that “walkable” distance to Surfer’s Beach is 1/4mile, so that would not make the westside lots applicable. We’ll see what happens on the 14th.

        November 14 is deadline for Caltrans to present their proposal for 75 parking spaces.

  2. This is kind of an important point in the whole story of the Harbor District getting funding for a parking lot they have said can not afford to build. They only had 8,5 million to buy the 7 lots and the 1/2 million for a design on the Burnham Strip, APN 047-251-040.

    If Sam’s owned the lot they would not have been absolutely desperate to get a deal with the Harbor District. The HD Staff Report in December 2024 said that in their opinion Sam’s would not survive without the highway parking.

    Now the question is how much the Harbor can get out Sam’s while holding their feet to the fire. And is Caltrans going ok a parking lot that is not within what they define as within walking distance to Surfer’s Beach, because they too, are desperate for a solution to the missing 75 parking spots.

  3. I believe you are wrong concerning lot 240 being owned by Sam’s. All 7 lots were bought by the Harbor District in 2024.
