Staff Report for Item #10A: “Adopt a resolution approving the Fiscal Year 2026-27 Sewer Service Assessments and charges, directing staff to file the assessment roll, authorizing the County Controller to place the assessment charges on the County of San Mateo Property Tax Roll, and directing staff to bill assessments directly that are not on the tax roll.”
Staff Report for Item #11B: “Adopt resolutions to: 1) Authorize a Professional Services Agreement with Kirsch & Associates for project management support in an amount not to exceed $30,000; and 2) Authorize Release of a Request for Proposals for professional sewer rate study services; and 3) Establish sewer rate setting procedures under Proposition 218 and Assembly Bill 2257.”

Since the 2020 rate study, the cost of providing sewer service has continued to increase. SAM
operating and capital costs have risen, infrastructure throughout both the City’s collection
system and regional treatment facilities continues to age, and inflation has increased the cost
of maintenance, construction, and capital improvements. Existing rates have been maintained
while the Sewer Fund has relied on available cash balances to manage increasing costs pending
completion of an updated rate study.
To address these changing conditions, the FY 2026-27 Budget includes funding for a
comprehensive sewer rate study. The study will evaluate the financial condition of the Sewer
Fund, projected operating and capital needs, and recommend sewer service charges necessary
to maintain the long-term sustainability of the utility while complying with Proposition 218.
The FY 2024–25 sewer assessment represented the final scheduled rate adjustment under the
2020 Sewer Rate Study. For FY 2026–27, rates remain unchanged, as no new study had yet
been completed. A new sewer rate study is budgeted for this fiscal year to evaluate future
funding needs, including anticipated increases in SAM costs and deferred capital
improvements. Staff will return to the City Council with findings and recommendations based
on the results of the study.

The City Council of Half Moon Bay is the City’s governing body, and consists of five elected members. The Council sets priorities and policies, makes final decisions on all major City matters, adopts ordinances and resolutions, appoints the City Manager and City Attorney, and approves the annual budget.
The Half Moon Bay City Council typically meets on the first and third Tuesday of each month starting at 7:00pm at the Ted Adcock Community Center, 535 Kelly Avenue.

The City of Half Moon Bay holds district-based elections for its five city council seats. Each Councilmember is elected to a 4 year term. There are no term limits in Half Moon Bay. The City Council selects one of its members to serve as Mayor and one to serve as Vice Mayor, on an annual basis.
- November 2024 Election – Districts 2 and 3 will elect a representative to a four-year term.
- November 2026 Election – Districts 1, 4, and 5 will elect a representative to a four-year term.
