    Just to clarify, the issue isn’t primarily about the timing of PRA responses; it’s whether the documentation exists at all.

    The Seal Cove system was publicly built, financed, and maintained for over 40 years before being described as “always private” last year. After nearly a year of requests, no records have been produced showing any formal transfer of ownership or responsibility.

    If that change was made, there should be a clear record of it.
