Sheriff Ken Binder Announces the Temporary Appointment of Chris Hsiung as Undersheriff of San Mateo County to Speed Healing after Sheriff Corpus’ Removal

REDWOOD CITY, Calif. – San Mateo County Sheriff Ken Binder announced today that he has selected Chris Hsiung to serve as Undersheriff. Hsiung, a retired Police Chief with more than 30 years of public safety experience in the San Francisco Bay Area, previously served as Undersheriff from February 2023 through June 2024.

Hsiung returns to the Sheriff’s Office at a pivotal moment following a period of significant transition. His
appointment will be temporary and is expected to last approximately eight months, focusing on organizational healing, leadership development and operational excellence.

“I’m thrilled that Chris Hsiung is coming back to serve as Undersheriff. Not only is Undersheriff Hsiung a
respected law enforcement leader, but he brings a deep understanding of the Sheriff’s Office and a genuine commitment to the men and women who work here,” said Sheriff Binder. “Undersheriff Hsiung is a servant leader, a person of integrity and we share a similar management style. His experience and values will help guide us as we continue to move forward.”

To fulfill this commitment, Hsiung is taking a temporary leave of absence from his role as Executive Director of The Curve, a national nonprofit leadership organization he co-founded with Simon Sinek and a network of modern minded police leaders from across the country. He is a founding board member of the organization and will resume his duties following his temporary service with the County.

“The San Mateo County Sheriff’s Office has extraordinary deputies, correctional officers and professional staff who all have deep community ties,” Undersheriff Hsiung said. “It is an honor to support them during this critical time of renewal. My focus over the next several months will be to help foster an innovative and supportive culture, invest in the people who serve here, and support Sheriff Binder in ensuring the Office is positioned for long-term success.”

Hsiung brings extensive executive leadership experience to the role. As Chief of the Mountain View Police Department, he led a progressive policing organization and oversaw a broad portfolio of investigative, tactical and administrative functions. During his tenure, he supervised and was a detective in multiple investigative units, including service on the FBI REACT High Tech Crimes Task Force, where he collaborated with federal partners on technology-driven crime, cyberterrorism and emerging digital threats. He also spent 13 years on the department’s SWAT team in roles ranging from operator to tactical commander.

Hsiung’s previous service as San Mateo County’s Undersheriff gave him broad experience managing patrol operations, corrections, investigations, multimillion-dollar budgets and community engagement efforts. His familiarity with the Office’s staff, systems and organizational needs will allow him to provide immediate stability and support to Sheriff Binder.

He is a longtime County resident (having begun his policing career at the Foster City Police Department as a Police Explorer), a graduate of Hillsdale High School in San Mateo and former two-term Community Relations Commissioner for the City of San Mateo.

In addition to his public safety career, Hsiung is an internationally recognized speaker and writer on
organizational culture, adaptive leadership and executive management. He co-chairs the International
Association of Chiefs of Police Human and Civil Rights Committee and serves in board advisory roles for the University of Virginia Center for Public Safety and Justice, the Future Policing Institute and the Crisis Ready Institute.

Hsiung begins his temporary appointment immediately.
