Notice of Intent to Adopt an Initial Study and Mitigated Negative Declaration for
the SAM Force Main in Montara Replacement Project – SCH 2026010972
The Sewer Authority Mid-Coastside (SAM) is the lead agency in accordance with the California
Environmental Quality Act (CEQA) for the proposed SAM Force Main in Montara Replacement
Project (Project, SCH 2026010972). Pursuant to the requirements of State CEQA Section
15072, this notice is to advise that SAM, as lead agency has completed and is issuing
notification of the availability and intent to adopt an Initial Study/Mitigated Negative Declaration
(IS/MND), for the Project as described below.
Project Location: The project site is located along SR-1 between California Avenue within
the boundaries of SAM’s IPS in the census-designated place of Moss Beach and Sonora
Avenue in the census-designated place of El Granada, within unincorporated San Mateo County
(County), California. The project traverses the census-designated places of Miramar, El
Granada, and Moss Beach. The project site is located approximately 3.4 miles northwest of
State Route 92 (SR-92) and approximately 7.2 miles west of Interstate 280 (I-280). The nearest
cross streets are Coronado Street to the southeast and California Street to the northwest.
Project Description: The project is proposed by SAM and includes the construction of a
replacement IPS sewer force main segment along SR-1 between the community of Moss
Beach and the community of El Granada, with a proposed length of approximately 13,540 feet.
The existing force main has experienced several leaks in the past and must be replaced to
protect the public health and the environment. The project alignment will be located south and
north of SR-1 and will involve replacement in-kind of the existing sewer force main within
Caltrans ROW. The project alignment begins near the intersection of SR-1 and Virginia
Avenue in the community of Moss Beach. The entirety of the sewer force main alignment will
be constructed within Caltrans ROW. Field construction activities for the Project are scheduled
to be completed following regulatory and right of way permitting over a single continuous
phase beginning in the summer of 2026 and ending in the summer of 2027.
Public Hearing: Notification of the date, time, and place of the public hearing for the
Final IS/MND has been provided in compliance with SAM and State CEQA requirements.
The Project is scheduled for review and approval by the SAM Board Meeting on Monday,
April 27th, 2026 at 7:00 pm at the SAM Administrative Offices located at 1000 N. Cabrillo

The Sewer Authority Mid-Coastside (SAM) provides wastewater treatment services and contract collection maintenance services for a population of approximately 24,000 in the following areas:
- City of Half Moon Bay
- El Granada
- Miramar
- Montara
- Moss Beach
- Princeton by the Sea
SAM Directors
SAM is a joint powers authority (JPA) created by its three member agencies: City of Half Moon Bay (City), Granada Community Services District (GCSD), and the Montara Water and Sanitary District (MWSD).
The JPA is a separate, independent, public agency created by the member agencies to perform functions and share powers common to the member agencies. Those powers are outlined in a joint exercise of powers agreement (Agreement). The Agreement creating SAM can be found on the Documents page.
Each Agreement identifies how the independent agency will be governed. In the case of SAM, each member agency appoints two members from its governing board to represent it on the SAM Board of Directors, for a total of six directors.
The Agreement also establishes the weight of each director’s vote. The vote by each representatives from the City is given the weight of two votes. The vote by each representative from GCSD and MWSD is given the weight of one vote. The total number of possible votes is eight. A quorum is a minimum of five votes and resolutions require at least six votes to pass.
