PRESS RELEASE from Republic Services of Half Moon Bay Monday, July 14th, 2025.
Republic Services is in contract negotiations with IBT 439, the union representing some of our employees at Forward Landfill in Manteca, CA. Those employees are engaged in a temporary work stoppage and are picketing at other Republic Services Bay Area locations. As a result, we anticipate temporary service delays for some recycling and waste collection customers in the area. We are adjusting our operations to ensure our ability to continue providing service during this situation. We apologize for any inconvenience this situation may cause. We respect the rights of our employees to engage in collective bargaining and are committed to meeting the service needs of this community.
UPDATE: To help residents manage their household waste during this time, we are offering a temporary drop-off service. You can bring up to two bags of household waste per household, at no cost, to the temporary dumpsters staged 110 Higgins Canyon Rd and 1000 Cabrillo Highway North from 9 a.m. – 5 p.m. daily. This drop off is for household trash only, no bulky items, cardboard, or e-waste will be accepted. Please do not leave any material on the ground.
If you’re unable to drop off material, please secure any extra waste on your property. Once our service resumes, we’ll collect extra bags placed next to your curbside container at no additional charge.

7/15/25 – The City remains in close contact with local Republic Services leadership. As of this morning, there is no change in the labor situation, but we’ve been informed that negotiations are resuming today.
Limited commercial and residential service is taking place locally, so you may see some Republic trucks operating in the area. Dumpsters are being replenished, and we are actively monitoring and servicing public trash cans downtown as needed.
Republic Services has created a dedicated webpage where they will provide service updates and drop-off information specific to Half Moon Bay https://www.republicservices.com/municipality/half-moon-bay-ca . PRESS RELEASE. From the City of Half Moon Bay on Friday, July 11th, 2025.
Dear Half Moon Bay Community,
We know that the last week has been challenging for everyone, given the lack of available information about the labor issues that have impacted Republic Services’ trash collections in Half Moon Bay. The City has been working closely with local Republic leadership to obtain as much information as possible to share with the community, and will continue to do so until the service interruptions have ended. We have heard residents’ frustrations about the information that has been shared, and would like to provide the most up to date info as clearly as possible here.
- At this time, there is no additional information about the duration of the labor issues and associated service interruptions. We will remain in contact with Republic to obtain the most up to date information and share it with the community.
- The City is exploring interim alternatives to providing trash collection until Republic is able to resume services. Unfortunately, the City doesn’t have staff with the specialized skills and licenses to operate the necessary equipment to legally and safely perform this work, and finding those people in the current environment has been challenging. We continue to explore any available options.
- Despite previous notifications from Republic, it is recommended that residential trash receptacles be secured and stored off the street over the weekend (if possible) and placed back curbside on Sunday night/Monday morning. Republic wants to ensure when they can resume services, no one is missed, but that will not happen until at the very earliest Monday, July 14.
- In the meantime, there are some options available for residents to help ease the burden:
- Dumpsters have been placed throughout the City (locations below) for drop off of garbage. Organics (green bin) and recycling (blue bin) will not be accepted. Republic will attempt to replace these dumpsters as they fill up, but they are facing staffing challenges that have limited their bandwidth. Please be courteous of your neighbors and thoughtful about your use of this limited resource.
- Historic Train Depot – 110 Higgins Canyon Road [impacted residential customers only]
- SAM plant – 1000 Cabrillo Highway North (West end of Bev Cunha Country Road) [impacted residential customers only]
- Behind City Hall/Johnston and Kelly Ave – 504 Johnston Street [impacted downtown residential customers and local businesses only]
- City staff continue to service public trash receptacles that can managed without specialized equipment, at City parks/plazas and on Main Street.
- Sporadic services may be offered by Republic to specific types of customers as they are available on a very limited basis. Republic will contact those customers directly to coordinate.
- Additional general services will be made available when possible, and the community will be notified of those opportunities.
We appreciate the community’s patience and understanding as we navigate this challenge together. The City will take all reasonable steps it can to continue to keep the community healthy and safe, and will continue to coordinate with Republic and others to bring this situation to a swift resolution. We’ll also ensure that fees are either prorated or refunded for the entirety of the service interruption period.
Finally, below are recommendations from the San Mateo County Health Department on how to maintain health and safety at home during service interruptions:
Proper storage and disposal of garbage and recyclable materials is crucial for public health. Here are some tips for managing waste during a collection service disruption to help prevent access by rodents and insects.
- Rinse out food containers before sorting in the proper bin to minimize food residue. This will help keep smells down and pests away.
- Closed lids help keep pests out. Don’t overfill your bins. Make sure the lids can close all the way.
- Use weights or bungee cords to help keep bin lids closed and pests out.
- If your bins are full, put extra trash in a tightly closed bag. Using thicker, heavy-duty trash bags (or double bagging) can help reduce smells that attract pests.
- If possible, store trash on your property away from entrances to your home or business to reduce the risk of pest moving inside the building.
- Continue to separate recycling and landfill items from food scraps and food soiled paper items that go into the green bin.

The City of Half Moon Bay holds district-based elections for its five city council seats. Each Councilmember is elected to a 4 year term. There are no term limits in Half Moon Bay. The City Council selects one of its members to serve as Mayor and one to serve as Vice Mayor, on an annual basis.
- November 2024 Election – Districts 2 and 3 will elect a representative to a four-year term.
- November 2026 Election – Districts 1, 4, and 5 will elect a representative to a four-year term.
