Requested Action/Issue
Board to consider staff recommendation to authorize the General Manager to execute a DBW Grant extension for the Pillar Point Harbor Launch Ramp, Restroom, Boat Rinse Replacement Project #2023-02.

Motion: Authorize the General Manager to execute an extension to the Division of Boating and Waterways Boat Launch Facilities Grant for design and engineering.

public facilities, accessible to all.
Background
The Pillar Point Harbor (PPH) public launch ramp is the only public vessel launch ramp servicing a 30-mile radius. The launch ramp has an average of over 250 launches per month, up to 450 during peak fishing/crab seasons.
The launch ramp, which is over 20 years old, includes three concrete floating finger piers/docks to facilitate loading/off loading vessels. The ramp itself is constructed of concrete which has built in cross-sectional indentations that allow towing vehicles adequate traction. The ferrous concrete floating docks and the high-density concrete ramp have exceeded their useful life. An inspection from California Division of Boating and Waterways conducted in 2017 resulted in a replacement recommendation. The bottom of the floating finger docks have worn, threatening their future buoyancy. The concrete cross section indentations have worn smooth with the high use, causing tires on tow vessels to spin, not get adequate traction to pull trailered vessels from the inclined ramp.
The launch ramp area also has heavily used public restrooms and a boat wash station. The public restrooms have succumbed to age, exposure to the extreme saltwater environment and are outdated, no longer compliant with current ADA regulations. The timber framing has rotted from a combination of moisture and wood boring organisms.
The existing modular 10’ x 30’ double restroom building is located at the southeast corner of the launch ramp area. It is supported by a concrete slab on-grade foundation. The repair will be to replace the existing building with a like modular building with space for storage, emergency pump, and restroom supplies. An outdoor shower and human/pet drinking fountains will also be included.
The boat wash station must be replaced with a water capture conservation/filtering reuse system consistent with current best practices.
Staff publicly advertised a Request for Proposal for design/permitting in accordance with
the CA Public Contract Code and the evaluation committee, through a thorough competitive analysis, found that Moffatt & Nichol, Inc. was the most qualified bidder for this project. The Board subsequently approved the bid for an amount not to exceed $300,391, with a 20% contingency, and the design/permitting work began in February 2024.
The District was able to successfully apply for a Boat Launch Facilities Grant from DBW for $400k to assist in costs to cover design, engineering and permitting, which has been reimbursing the District as billing is submitted from District’s design consultant, Moffatt &Nichol.
The grant currently expires on February 1, 2026. Due to the complex nature of all necessary permitting, which has required multiple design revisions, the design/permitting process has taken longer than anticipated. Therefore, the District requested the attached grant time extension from DBW. Staff recommends the Board authorize the GM to execute the attached grant extension, extending the grant until February 1, 2027.
This extension amendment is subject to an extension of funding availability by the California Department of Finance, which could take several months to receive. Any expenses incurred after February 1, 2026, will not be reimbursable unless the extension is fully executed (signed by DBW’s representative). The DBW grant rep assigned to this project does not believe there will be any funding delays.
Summary/Recommendation
Staff recommends the Board authorize the General Manager to execute an extension tothe Division of Boating and Waterways Boat Launch Facilities Grant for design and engineering.
