California Department of Parks and Recreation will Begin Construction on Pullman Ditch Culvert Replacement at Roosevelt Beach at Half Moon Bay State Beach on April 1st, 2026

PRESS RELEASE. From the City of Half Moon Bay via the California Department of Parks and Recreation on March 19th, 2026.

On April 1, 2026, the California Department of Parks and Recreation will begin construction on the Pullman Ditch Culvert Replacement project at Roosevelt Beach at Half Moon Bay State Beach (Venice Beach). Work continuing on weekdays for approximately three months.

This project will replace two failed drainage culverts with a single, larger culvert to improve stormwater flow and protect nearby infrastructure, including the Roosevelt Beach access area and coastal trail. The work will take place at the western end of the Pullman watercourse.

The improvements are designed to enhance long-term drainage capacity, reduce erosion risk, and support continued safe access to the beach and surrounding park features.

More on the Pullman Culvert at Roosevelt on Coastside Buzz

The culverts proposed for replacement allow for the Pullman drainage to flow under both the Coastal Trail and a driveway accessing a parking lot at Roosevelt Beach within the State Park. The culverts are approximately 300 feet northeast of the channel outlet on the beach. The culverts have failed, primarily due to undercutting at the culvert outfall. During winter 2018, the driveway accessing the beach parking lot began collapsing into the undercut outfall. In 2020, most of the roadway had eroded into the watercourse forcing State Parks to close the driveway accessing the beach parking lot.
