Staff Report. By resolution, approve a five-year-limited Coastal Development Permit and Site Plan Review for stormwater and accessibility improvements to and use of an existing parking lot by the Ritz Carlton Hotel for off-site employee parking. The project islocated on adjoining properties at 2251 Cabrillo Highway and 1602 Miramontes Point Road.
In October of 1991, the California Coastal Commission approved the 350-room Ritz Carlton Hotel at 1 Miramontes Point Road. Condition of approval 9 on page 4 states, “That all employees that drive personal vehicles to the site for work shall park on the hotel site at all times, unless a suitable off-site parking location is approved by the Planning Commission. Any request for an off-site parking location for the employees at the hotel complex may be considered as a Discussion Item by the Planning Commission.”.
In September of 2002, per the 1991 condition of approval, the Planning Commission approved a Coastal Development Permit to construct a parking lot on the subject property for off-site employee parking for the Ritz Carlton hotel. The permit approval authorized the improvements and use for four years. Shortly after the approval, the parking lot was paved and striped for parking.
In September of 2006, a two-year extension was granted by the Planning Commission to allow the parking lot to continue operating until September 2008.
July 2008, the Planning Commission granted a five-year extension to the temporary approval of the parking lot.
February 2013, the Planning Commission granted an additional ten-year extension. Conditions of approval required stormwater and accessibility improvements to the parking lot. (Attachment 4 contains a compilation of the previous resolutions temporarily approving the parking lot, including but not limited to the most recent 2013 resolution.) Attachment 5 includes the staff report from the 2013 Planning Commission review. The stormwater management and accessibility improvements were not constructed.
August of 2023, an application was submitted for approval of a permanent parking lot. The application was deemed complete in October of 2024.
Shortly after deeming the application complete, due to pending sale of the subject property, the applicant requested postponement of the review. The property was then sold to Midpeninsula Open Space District. The new property owner granted a 5-year lease for the purpose of employee parking without opportunity to extend the lease.
