PRESS RELEASE. From Mayor Debbie Ruddock’s Nextdoor on November 3rd, 2026.
Many thanks to Jim Cozzolino and the Cozzolino family for allowing OneShoreline to install a stream gauge on their Highway 92 property to monitor water levels in Pilarcitos Creek. The gauge will collect and provide data to emergency responders and the public as part of the Countywide Flood Early Warning System (OneShoreline.org/flood-warning). The system network of 30 gauges provides real-time flood alerts during storm events and dam water releases.
Pilarcitos Creek has a history of flooding adjacent properties from upstream of the Creek’s intersection with Highway 92 to downtown, Oak Creek Park, and the Sewer Authority Mid-Coastside Wastewater Treatment Plant adjacent to the Pacific Ocean.
Presently the only monitor of water level in the Creek is a USGS gauge at the Highway 1 bridge, which is too far downstream to provide useful flood warning.
The new gauge is needed so that all properties — including the Cozzolino property — can have access to information that can predict the location and timing of flooding at various locations.
The new gauge, located well upstream of Highway 1, will have direct line of sight to a receiver and transmitter at Skylawn Memorial Park that allows integration of collected water level and rainfall data into the Flood Early Warning System.
Thank you Jim and family again for your community minded partnership with OneShoreline, and thank you City staff Todd Seeley and Dale Leda for your technical assistance and support.
