San Mateo County Parks is working with Avid Trails to develop Single-track Mountain Bike Trail Standards that will guide the planning of sustainable, safe, and enjoyable single-track mountain bike trails in Quarry Park.

We’re seeking input from both bike riders and non-bike riders to understand how people currently use Quarry Park and what recreation opportunities, amenities, and improvements they would like to see in the future.

The survey will remain open through the end of April 2026.

Quarry Park Single-track Mountain Bike Trail Standards
San Mateo County Parks is working with Avid Trails to develop Single-track Mountain Bike Trail Standards for Quarry Park. These Standards will guide the planning, design, construction, evaluation, and maintenance of sustainable, safe, and enjoyable single-track mountain bike trails in the park. We’re working collaboratively with community members, mountain biking organizations, and environmental stakeholders to ensure that the Standards promote safety, environmental stewardship, regulatory compliance, and positive user experiences.

Background
The County of San Mateo, located on the San Francisco Peninsula, is home to approximately 750,000 residents and encompasses a diverse park system managed by the San Mateo County Parks Department. The Department serves nearly three million visitors annually across 24 parks and recreation areas, providing various outdoor activities. The County aims to enhance health, safety, welfare, and natural resources through innovative practices.

This RFP seeks qualified contractors to develop single-track mountain bike trail standards at Quarry County Park in El Granada, California. The goal is to create a network of authorized trails that reduce user conflicts, protect natural resources, improve safety for mountain bikers, and enhance visitor experiences.

Work Details
The selected contractor will be responsible for developing comprehensive single-track mountain bike trail standards that include:
– Meeting with Department staff to understand operational priorities and maintenance needs.
– Researching industry best practices and existing standards from other agencies.
– Refining draft standards prepared by the Department in 2022.
– Facilitating public engagement through 12 steering committee meetings, two public workshops, and three targeted stakeholder meetings.
– Preparing and delivering three drafts of the final standards document (two drafts and one final version).
– Creating a process for evaluating existing unauthorized trails against the new standards to determine compliance or necessary modifications.

Period of Performance
The contract is expected to commence in November 2025 with public engagement activities running from January 2026 through December 2026. The final standards document is anticipated to be submitted by January 2027.

Bidder Requirements
Proposers must demonstrate a minimum of four years of experience providing similar services within the last seven years. An account manager must have at least two years of relevant experience within the last five years. Vendors must not be excluded or debarred from the System for Award Management (SAM). Proposals should include a registered business name and Unique Entity ID (UEI). Local businesses may receive preference as outlined in the County’s Procurement Preference for Local Businesses Ordinance.
