San Mateo County Harbor District Commissioners Approve 2025 Strategic Plan as They Manage the Changing Economics Around Crab and Salmon

Agenda. Staff Report. 2025 Strategic Plan.

Recommendation
Adopt the 2025 Strategic Plan (including any proposed revisions, if applicable). Direct staff to create a work plan and priorities (and potentially suggest edits to the goals and objectives) and bring it back to the Board for consideration.

The proposed Draft 2025 Strategic Plan is the highest-level planning document and represents the Board’s direction for the future. The Plan identifies the District’s mission, vision, and core values, while providing a set of goals and objectives that serves as a framework for decision-making.

Once approved, the next step in the strategic planning process is for the General Manager and staff to develop a work plan to support the plan and present that work plan for Board approval at a future meeting.

GM’s Note on the Mission Statement
As proposed in the draft plan: “Provide open, accessible, and well-maintained public
marine facilities that encourage and support commercial and recreational activities,
environmental stewardship, coastal literacy, and a highly qualified search and rescue
team.”

GM’s Suggestion
Serve the public by providing accessible and well-maintained marine facilities and programs to encourage and support recreational and commercial activities, beach and ocean safety, and environmental and ecological stewardship.

Add “Serve the public…” as that is our ultimate mission.

The use of “beach and ocean safety” is much broader and includes search and rescue teams.

Adding the word “ecological” emphasizes our work to support commercial fishing through or efforts to protect the salmon runs and other advocacy work the District does.

The removal of “Coastal Literacy” is recommended because it is covered in both the “beach and ocean safety”, as well as the “environmental and ecological” additions.
