Subject: Adoption of Parking Policy at Stone Pine Cove

RECOMMENDATION
Adopt a resolution:
A) Approving and adopting the Department of Housing Parking Policy for Stone Pine Cove, an affordable farmworker housing community located in the City of Half Moon Bay; and
B) Authorizing the Director of the Department of Housing, or the Director’s designee, to administer and enforce the Department of Housing Parking Policy through citation and/or towing, as authorized by applicable law, for violations of posted parking restrictions; and
C) Authorizing the Director of the Department of Housing, or the Director’s designee, to make administrative and non-substantive changes to the Department of Housing  Parking Policy, including updates to parking designations, permits, procedures, and signage, consistent with Board authorization and as needed to comply with applicable law.

BACKGROUND
Stone Pine Cove is a County-owned and controlled affordable farmworker housing community located at 830 Stone Pine Road in Half Moon Bay. Because on-site parking is limited, the Department of Housing needs clear rules to preserve parking for authorized users, maintain safe circulation, and ensure access for residents, guests, service providers, County staff, and emergency responders.

State law and local ordinances, including California Vehicle Code sections 21113 et seq., 22651, and 22651.3, together with applicable provisions of the San Mateo County Ordinance Code, authorize the County to restrict parking on County-controlled property and to cite or tow vehicles parked in violation of posted restrictions.

The proposed Department of Housing Facilities Parking Policy applies to Stone Pine Cove, including associated driveways, lots, stalls, aisles, loading areas, and other County-controlled parking areas serving the property. A site-specific policy is needed to establish clear parking rules, support consistent enforcement, and maximize the efficient use of limited parking spaces.

DISCUSSION
The proposed Department of Housing Parking Policy would establish clear parking rules for Stone Pine Cove and authorize enforcement of posted parking restrictions through citation and towing, as permitted by law. The policy covers resident, guest, accessible, service, fire lane, and other reserved or restricted parking areas and allows the Department to use permits, placards, guest passes, registration, time limits, and related operational controls to manage limited on-site parking.

Following Board approval, enforcement would be carried out by the San Mateo County Sheriff’s Office or other duly authorized County personnel acting within lawful authority. The Director of the Department of Housing, or the Director’s designee, would administer the policy and make administrative and non-substantive changes to parking designations, permits, procedures, and signage consistent with Board authorization and applicable law.

PERFORMANCE MEASURE
Adoption and implementation of a formal parking policy for Stone Pine Cove that preserves access for authorized users, supports emergency and operational access, and improves management of limited on-site parking.

COMMUNITY IMPACT
The proposed policy will benefit Stone Pine Cove residents, guests, service providers, and County staff by creating clear and enforceable parking rules that improve safety, accessibility, and predictability at the site. By preserving designated parking for authorized users and maintaining access for emergency responders and service vehicles, the policy supports safe operations at County housing facilities.

FISCAL IMPACT
There is no Net County Cost associated with adoption of the policy. Administrative implementation, including signage, permits, and related operational procedures, will be managed within existing Department of Housing resources.
