Pacifica City Council Appoints Sean Charpentier as City Manager as Kevin Woodhouse Retires

FOR IMMEDIATE RELEASE (Pacifica, CA) 25th March 2026 –
At its March 23, 2026 regular meeting, the Pacifica City Council approved an employment agreement and appointed Sean Charpentier as the new City Manager of the City of Pacifica. Following a formal recruitment process, Sean Charpentier was identified by the Council as the candidate most qualified to perform the duties of City Manager. He will assume his role as City Manager beginning May 4, 2026.

Sean Charpentier brings over 20 years of local government experience, most recently as Executive Director of the City/County Association of Governments (C/CAG) for San Mateo County, which is the Congestion Management Agency (CMA) and County Transportation Agency (CMA), Regional Stormwater Permit coordinator. As Executive Director, Mr. Charpentier was responsible for a $55.4 million budget and supported a Board of Directors with 23 members, including 21 elected officials appointed by local jurisdictions. Prior to his position with C/CAG, Mr. Charpentier served as Assistant and Interim City Manager for the City of East Palo Alto. Mr. Charpentier holds a Baccalaureate Degree in International Development and Social Change and from Clark University and a Master’s Degree in City and Regional Planning from U.C. Berkeley.

Mr. Charpentier’s background includes executive leadership and administration, organizational health and stability, economic development, city planning and redevelopment, transportation, climate resiliency,
infrastructure modernization, affordable housing development, and regional collaboration, areas that are
especially important to Pacifica’s future. He has built strong working relationships on the federal, state, andcregional levels, essential skills to support Pacifica’s many infrastructure and environmental challenges. In Sean Charpentier’s words, “A good city manager is very visible in the community and engaged. My focus will be towards Pacifica continuing to be an exemplary example of a prosperous, sustainable, and equitable coastal community.”

Mayor Christine Boles offered the following observations regarding Sean Charpentier, “Mr. Charpentier not only met the Council’s criteria for the top candidate for the position of City Manager, but he also possesses a deep love for Pacifica, our coastal environment, our local businesses, as well as our history and arts. He is also coming to us with open eyes to our challenges while bringing skills and a desire to work in partnership with the City Council, community and staff towards achieving the City’s Strategic Plan goals.”
