Agenda Item 2A: Two Appeals (“Caltrans Appeal” and “Carter / Ericksen Appeal”) of the HMB Planning Commission Decision to Approve the Caltrans SR-1 Multi-Asset Maintenance Project Subject to Additional Conditions of Approval

Conduct a public hearing on the Caltrans SR-1 Multi-asset Maintenance Project, PDP-23-084, review the matters brought forth by the two appellants, and:

 

1. Approve the Carter / Ericksen appeal request to direct staff to work with San Mateo County, Caltrans, and Coastal Commission staff to create and maintain adequate parking for the busiest visitor days in the Surfer’s Beach area, per the Resolution in Attachment 1. Approval of the appeal request does not overturn or modify the Planning Commission approval; and

 

2. Approve Caltrans Appeal Item 5 requesting to delete or amend Planning Commission Condition A.10 (Poplar Street intersection) and deny requests No’s. 1, 2, and 4 to delete or amend Conditions A.1 (Comply with approved plans) and A.2 (Additional Caltrans Commitments) and A.11 (Limit highway widening) and deny Appeal Item No. 3, the request to delete or accept the proposed revised language of Condition A.6 (Kelly Avenue) and approve the Condition A.6 revision proposed by staff; and uphold the Planning Commission approval of remaining conditions; and

 

3. Approve the project per the Resolution provided in Attachment 2 which includes modified conditions in response to Items 1 and 2 above.

The City Council of Half Moon Bay is the City’s governing body, and consists of five elected members. The Council sets priorities and policies, makes final decisions on all major City matters, adopts ordinances and resolutions, appoints the City Manager and City Attorney, and approves the annual budget.

 

The City of Half Moon Bay holds district-based elections for its five city council seats. Each Councilmember is elected to a 4 year term. There are no term limits in Half Moon Bay. The City Council selects one of its members to serve as Mayor and one to serve as Vice Mayor, on an annual basis.

 

The Half Moon Bay City Council typically meets on the first and third Tuesday of each month starting at 7 pm at the Ted Adcock Community Center, 535 Kelly Avenue.
