VIDEO. From the Half Moon Bay City Council Regular Meeting on Tuesday, September 1st, 2026 at 7:00pm, as a hybrid meeting, with remote comment.  Agenda.  Staff Report Item #11A: “Receive information and provide direction regarding whether to extend health benefits eligibility to elected officials and, if so, provide direction regarding contribution levels by the City.”

Medical Benefit Options
Staff identified eight nearby jurisdictions that expressly provide health benefits to elected officials: Belmont, Brisbane, Colma, Daly City, Foster City, Hillsborough, Pacifica, San Carlos, and South San Francisco.

If Council wishes to extend medical benefits to elected officials, Council would need to determine
the amount the City would contribute toward coverage.

Option 1: City Contributes PEMHCA Minimum
The City would contribute the statutory minimum, currently $162 per month, with the Councilmember responsible for the remaining premium. Because the remaining premium could exceed the stipend payable through City payroll, this option may require the City to separately bill participating Councilmembers for a portion of their premium.

Option 2: Councilmember Contribution up to $1,055
Participating Councilmembers would contribute up to $1,055 per month toward their medical premium, equal to their current monthly City stipend. The City would pay the remaining premium, subject to the minimum employer contribution required under PEMHCA.

The same contribution formula would apply to all Councilmembers, although the City’s actual contribution would vary based on enrollment tier and plan cost. This structure would generally
allow the Councilmember share to be collected through payroll deduction, avoiding the need for separate billing. The estimated maximum annual cost for this option is $119,040, assuming all five Councilmembers enroll in coverage at the Kaiser family rate.

Option 3: City Contribution Up to Kaiser Premium
The City would contribute up to the applicable Kaiser premium based on enrollment tier. A Councilmember selecting a higher-cost plan would pay the difference. This approach would most closely align with the medical contribution structure established under the City’s current labor agreements but would also result in the highest potential City cost. Assuming all five Councilmembers enrolled at the $3,039 family rate, the maximum annual cost would be approximately $182,342.
