Purpose of Workshop:
County Zoning Regulations Section 6415 requires a Pre-application Public Workshop for major development projects that will require a public hearing, such as the subject application for a Grading Permit. The purpose of the Pre-application Public Workshop is to provide for and foster early public involvement and input on a major development project and, to the extent feasible, identify potential issues before the applicant submits final versions of the necessary Planning applications and plans for the County’s formal review process.
The public workshop is for informational purposes only and shall not confer or imply any approval or rejection of the project by the County of San Mateo. The goal of the public workshop is to collect and review agency and public input on the Grading Permit application.
Project Description:
A public workshop will take place to allow for public comments on a proposal to construct a resort facility which will include construction of a clubhouse, restaurant, wellness center, 12 villas, 6 cabanas, 3 sport courts, a new campground with 12 campsites in the western valley of the property, owner operator residence, additional site parking, and expansion of the reservoir on the eastern ridge of the property.
The project also proposes to provide 6 farm labor housing units and reconfiguration of existing onsite agriculture in the eastern valley of the property.
The proposed project is located at 37 Frenchman’s Creek Road in the unincorporated Rural Midcoast area of San Mateo County.
The property is approximately 164 acres in size and is zoned PAD/CD (Planned Agricultural District/Coastal Development District) with a General Plan land use designation of Agriculture.Â

Applicable Regulations, Review, and Approvals Required:
As currently proposed the project requires a hearing-level Grading Permit, Planned Agricultural District Permit, and a Coastal Development Permit. The regulations applicable to the project include the County’s Local Coastal Program, Grading Ordinance, Chapter 20B (Coastal Development District), Chapter 21A (Planned Agricultural District) of the San Mateo County Zoning Regulations. The project will require an environmental assessment and consideration by the Planning Commission at a future public hearing.
The Planning Department will again provide advanced public notice of any future scheduled public meetings on the project.
