Build Alternative #2: No Roundabouts, Signals Only, No Medians
Both alternatives connect to Moss Beach’s Carlos Street with Montara’s 16th and 14th Streets.
Timeline:
2026: Public Outreach for Phase 2
2026-2029: Design and Right of Way
2030-2032: Construction (more funding needed)
The County is pleased to share that the Moss Beach State Route 1 Congestion and Safety Improvements Project continues to advance through the Caltrans Project Development Process. The Moss Beach Project will improve safety, access, and operations for all roadway users on Highway 1 from about 14th Street to Marine Boulevard.
The County, San Mateo County Transportation Authority, and Caltrans completed Phase 1 of the project in 2024. Since then, we have been working on Phase 2, which includes identifying environmental impacts of the project on topics like traffic safety and operations, animals and plants, noise, water and others, to comply with the California Environmental Quality Act and National Environmental Policy Act.
We have posted new videos to the webpage, including a quick overview of the project, features of the two Build Alternatives under study, and to explain what happens during the current environmental phase. Per Phase 1, Build Alternative 1 includes roundabouts at the intersection of Cypress Avenue and California Avenue and a traffic signal at 16th Street. Build Alternative 2 includes traffic signals at all three locations. Both alternatives include new pedestrian, bicycle and transit improvements.
Later this year, we’ll release the project’s draft environmental document and hold a public meeting. Thank you for staying engaged as the project progresses.
