Caltrans Hwy 1 Multi-Asset Roadway Rehabilitation Project from South Half Moon Bay to Moss Beach to Begin Fall 2025 through Summer 2027; Staging Near Surfer’s Beach ~ Sign Up for Notifications

PRESS RELEASE. From Caltrans on October 20th, 2025. Project scheduled to start Monday, November 3rd, 2025. Project includes new bike lanes and upgrades to crosswalks, curb ramps, and guardrails.

Caltrans will soon begin a major Multi-Asset Roadway Rehabilitation Project along Highway 1, extending from Moss Beach through Half Moon Bay. This extensive two-year project will upgrade critical roadway infrastructure, enhance safety, and improve access for all users traveling the coast.

We strongly encourage you to sign up for Caltrans’ periodic email notifications about this project.

Construction is anticipated to begin in fall of 2025 and continue through summer of 2027. To help minimize traffic impacts, most work will take place during nighttime hours.

In addition to repaving more than 14 miles of Highway 1, the project will include: 

  • Installation of new Class II buffered bike lanes 
  • Upgraded guardrails and rehabilitated drainage culverts 
  • High-visibility crosswalks and improved bus stops 
  • ADA-compliant curb ramps at intersections 
  • Traffic operation enhancements to improve flow and efficiency 
  • Improved access at Surfer’s Beach and new wayfinding signage for public parking 

Initial Planned Work Schedule:

  • Week of Monday, October 20: crews will stage materials near Surfers Beach.
  • Starting Monday, November 3: crews will begin constructing curb ramps within the project limits.
  • Late November: depending on weather, paving work may start as soon as the second half of November in Half Moon Bay.

Intermittent lane closures may be required, but traffic will have access to SR-1 through the construction zone at all times.

This work is funded by the State Highway Operation and Protection Program (SHOPP). SHOPP is the State Highway System’s “fix-it-first” program that funds the repair and preservation on the state’s highway system.
