California State Coastal Conservancy’s Pedro Point Headlands RFQ

The California State Coastal Conservancy (SCC) is seeking qualifications for landscape architectural, environmental, and engineering professional services to undertake detailed trail planning, environmental review, and permit applications for the Pedro Point Headlands segment of the California Coastal Trail in Pacifica, CA. This planning project will build on prior trail planning work contracted in 2020.

SCC’s process of selection for this proposal will follow SCC’s environmental services contracting process, in which SCC solicits a list of contractors referenced by area of specialization, evaluates applications, and then makes a final decision based on demonstrated competence and qualifications in compliance with SCC’s evaluation criteria.

Pedro Point Headlands is a prominent rock headland located at the southern edge of the City of Pacifica in coastal San Mateo County, 15 miles south of San Francisco. It is a local and regional landmark, forming the gateway between urbanized and rugged regions of San Mateo County.

The proposed Pedro Point Headlands Coastal Trail will be located west of Highway 1 along the eastern portion of San Pedro Point. It will cross property currently owned by SCC, the City, and Caltrans.  This project is to advance planning for the Pedro Point Headlands Coastal Trail, a 1.3-mile gap in the California Coastal Trail. In 2020, SCC funded a conceptual study which successfully identified a preferred alignment and conceptual design for the Pedro Point Coastal Trail – the Pedro Point Headlands Coastal Trail Alignment Study and Final Preferred Trail Design. This project will build on that existing study to undertake technical data collection, prepare 30% and 60% designs, each with a basis of design and cost estimate for construction, and draft a CEQA-ready project description. Optional tasks include undertaking environmental review and preparing permit applications. Each task will be informed by a robust community engagement process and input and direction from a Project Advisory Team.
