RECOMMENDATIONS
Adopt a resolution authorizing:
A) The President of the Board to execute a Certificate of Acceptance for a Deed of Public Access Easement (Public Access Easement), accepting from Big Wave LLC, a California limited liability company, a permanent public access easement across a portion of Assessor’s Parcel Number 047-311-080, (“Property”) located in unincorporated San Mateo County; and

B) The County Executive, or their designee, to execute any and all additional notices, consents, approvals, and documents in connection with said  Deed of Public Access Easement and Certificate of Acceptance.

BACKGROUND
In May of 2015, the Board of Supervisors granted several approvals related to the development of two parcels of land owned by the Big Wave Group, a California non-profit corporation (“Big Wave”), located in the unincorporated Princeton-by-the Sea area of the County, adjacent to the Pillar Point Bluff and Pillar Point Marsh Preserves. Those parcels are known as the North Parcel and the South Parcel. The Board approvals included development of the North Parcel with a Wellness Center, which would include accommodations for developmentally disabled adults as well as for support staff.

On May 19, 2015, the San Mateo County Board of Supervisors considered (1) the Certification of an Addendum to the Certified 2010 Big Wave Wellness Center and Office Park Project Draft Environmental Impact Report (EIR) and Final EIR (2010 EIR) for the Big Wave North Parcel Alternative Project (Big Wave NPA Project), pursuant to the California Environmental Quality Act (CEQA).

The project involved the development of the Big Wave North Parcel including five buildings containing approximately 155,500 sq. ft. of industrial/office/storage uses; a 3-building Wellness Center consisting of 70,500 sq. ft. of affordable housing and associated uses with a maximum of 57 bedrooms for a maximum of 50 developmentally disabled (DD) adults and 20 staff and approximately 20,500 sq. ft. of industrial/office/storage uses; and a total of 554 private parking spaces, as well as the development of the south parcel (APN 047-312-040) with a boat storage lot and 92 coastal access public parking spaces. The Office Park and Wellness Center will contain no more than 176,000 sq. ft. of industrial/office/storage uses.

The Board of Supervisors approved the subdivision subject to conditions of approval including the proposed establishment of coastal access public parking requirements.  Parking spaces shall be provided in a singular location on the north parcel adjacent to the sidewalk along the frontage of the north and south parcels. The parking spaces shall be located within a public access easement.

DISCUSSION
Big Wave LLC has offered to dedicate the necessary public access easement across a portion of their Big Wave LLC parcel, Assessor’s Parcel Number 047-311-080, in order to satisfy the coastal access public parking requirement.  The proposed Easement will thus create a continuous path that will provide access to the coastal parking lot.

Big Wave LLC will assume ongoing maintenance of the Easement and as has agreed to construct, maintain and accept liability for the access easement, subject to the County’s acceptance of said Public Access Easement.

Real Property Services prepared the Public Access Easement Deed, which provides for the dedication of a new permanent public access easement required by the County for the construction of the Coastal Access Parking Lot located on the Big Wave LLC property.

The Department of Planning concurs with the acceptance of the Public Access Easement and the County Attorney has approved the resolution and conveyance documents as to form.

COMMUNITY IMPACT
Establishment of a Public Access Easement across the North Parcel will partially satisfy coastal access public parking requirements for the conditional project approval of the Big Wave NPA Project, and will advance County interests in providing pedestrian access to coastal resources.

FISCAL IMPACT
Big Wave LLC donates the required easement and has agreed without monetary compensation. Thus, there is no impact to the County General Fund as a result of this easement donation.

  • Day Program operated by OSBI, providing continuing education, community inclusion, music, arts, physical fitness, recreation and job training.
  • Additional 3,000 sq. ft. of commercial space on the ground floor for businesses that may provide potential employment opportunities for residents.
  • Five-acre Farm on adjacent property for education and skills development, which currently serves hundreds of Bay Area adults each month from multiple County Day Programs, who help produce products sold to the local community.
  • Supported living model where residents choose their daily activities from jobs to volunteering, day programs or recreation, with access to education, skills development, job opportunities and community engagement.
  • Job Creation of dozens of local, above minimum wage jobs including administrative, caregivers, and other facility and campus support personnel.

Project Cost: Total cost to build: $37M

Funding: Community funded, including sale of residential memberships via a community housing cooperative; grants; private donations; up to $12.5 construction funding by Local Initiatives Support Corporation (LISC).

Progress: Secured all construction and utility permits. Installed underground infrastructure including water main, onsite water utilities, sewer main and on-site sewer and conduit for underground utilities; biological protection fence installed; compacted and certified pad completed; Phase I of wetlands restoration completed; temporary electricity installed, construction financing secured; general contractor secured.

Construction of the primary residence is targeted to begin September 2024 and take approximately 18 months to complete.
