SUBJECT: Electric Vehicle Charging Station at Pillar Point Harbor
Issue: Adjusting EV charging fees to cover actual cost of providing the service.
Recommendation/Motion: Informational Only
Fiscal Implications/Budget Status: EV Charging Station Rates are calculated to offset District costs.
Background/Discussion:
The Harbor District installed two Electric Vehicle (EV) charging stations at the Surfers
Beach Restroom and Greenspace using grant funding from Peninsula Clean Energy.
These stations operate through the ChargePoint software system. This system allows
the District to manage kilowatt-hour (kWh) rates and apply idle-time parking fees.
Timeline and Rate Changes:
June 2024: Initial rates set at:
- $0.35 per kWh based on comparable rates in the area
- $2.00 per hour parking fee after the first 90 minutes
(Parking fee intended to discourage lingering after charging is complete) - ChargePoint software was free of charge.
April 2025: Rates revised to reflect actual electricity costs and incorporate
ChargePoint software costs:
- Average PG&E cost to District: $0.47 per kWh
- After initial trail period, District entered a 5-year software agreement with
ChargePoint totaling $9,960, which is equivalent to $166 per month. - Total rate changed to $0.65 per kWh (includes software and energy costs)
- $2.00 per hour idle parking fee remains unchanged
Next Steps:
- Staff are evaluating alternative PG&E rate structures that may reduce future
costs. - Ongoing monitoring will ensure rates align with actual expenses.
