Background Information
The District’s current local education parcel tax, Measure N, was approved by voters in November 2024 and provides critical funding to support educational programs and services. On June 11, 2026, the Governing Board received an informational presentation regarding a proposed parcel tax renewal measure to be placed before District voters at the November 3, 2026, election
Report/Proposal
Adoption of Resolution No. 09-2026 calling an election for November 3, 2026, to seek voter approval of a renewal education parcel tax. The proposed measure would replace the current parcel tax beginning in 2027-28 and continue local funding for high-quality academic programs, teacher and staff recruitment and retention, career technical education, arts and enrichment programs, student support services, and transportation. The measure includes fiscal accountability provisions, including annual independent audits, citizen oversight, and senior citizen and qualifying disability exemptions.
Fiscal Analysis
If approved by voters, the measure is projected to generate approximately $2.6 million annually for eight years beginning in fiscal year 2027-28. The district will reimburse San Mateo County for election-related costs.
Recommendation
Staff recommends that the Governing Board adopt Resolution No. 09-2026 calling a November 3, 2026, election for voter consideration of the proposed education parcel tax renewal measure.
Cabrillo Unified School District Parcel Tax and Bonds
Parcel tax measures support school operations and staff.
Measure I passed Nov. 5th, 2019 (Ballotpedia). In November 2019, local voters passed Cabrillo Unified School District (CUSD) Measure I by 75%, in excess of the 66% required by State law.
Measure I allowed CUSD to renew its expiring $150 parcel tax for eight years (i.e., $150 per parcel of property within the CUSD boundaries, per year, through school year 2027-2028), raising approximately $1.6 million annually, with annual audits and independent citizen oversight, exemptions for seniors and others (e.g., adjacent parcels), no funds for administrator compensation, and all funds staying in CUSD schools. Parcel tax—a kind of property tax based on units of property rather than assessed value.
Measure N passed Nov. 4th, 2024 (Ballotpedia). It replaces Measure I and is $198 per parcel per year. If you already applied for and recieved a senior exemption under Measure I, your exemption automatically carries forward to Measure N. You need not reapply.

Cabrillo Unified School District (CUSD) Trustee Meetings ~ 2nd Thursday @ 6:30pm
The Cabrillo Unified School District School Governing Board is comprised of five school board members who are elected by the local community. The role of the school board is to provide leadership and oversight of the district. The Board ensures that the district is responsive to the values, beliefs, and priorities of the community.
The term of office for school board members elected in regular elections is four years, beginning on the second Friday in December after their election. The board meets at least once a month at the District Office, 498 Kelly Avenue, Half Moon Bay. Meetings are open to the public and are usually held on Thursday nights at 6:30 pm. A portion of the board meeting consists of a “closed” session for the purpose of discussing confidential matters, such as personnel or student issues.
