Introduction

Highway 1 is the primary corridor through Half Moon Bay, connecting residents to many of the places they rely on every day—from schools and housing to services, local businesses, and coastal destinations. It also plays an important regional role, carrying visitors and travelers to the city’s historic Downtown, beaches, and other coastal attractions.

Today, the corridor’s design prioritizes through-travel, creating challenges for people trying to move safely and comfortably along and across the roadway whether by foot, bicycle, transit, or car. These conditions can make it difficult for residents to access nearby destinations and for the corridor to fully reflect the character of the community it passes through.

This Study explores how these challenges can become opportunities. Through community engagement and technical analysis, the project will develop conceptual design options for the corridor that improve safety and mobility for all users, strengthen connections between neighborhoods, downtown, and the coast, and address areas where traffic congestion creates bottlenecks. The concepts will also explore place-based improvements—such as enhanced crossings, lighting, green infrastructure, landscaping, and wayfinding—to support a corridor that better serves the Half Moon Bay community.

Project Goals

• Improve safety and comfort for people walking and bicycling along and across Highway 1 within Half Moon Bay.
• Strengthen a sense of arrival to Half Moon Bay by creating a corridor that better connects people to the city, its neighborhoods, and key community destinations.
• Enhance the character of the corridor by identifying opportunities to expand green infrastructure and landscaped areas that improve the public realm while supporting stormwater management and flood resilience.

What is the geographic focus of the Highway 1 Mobility and Access Study?
The study area includes Highway 1 within Half Moon Bay, from Highway 92 to Miramontes Point Road.
