RECOMMENDATION
Approve an Appropriation Transfer Request (ATR) in the amount of $1,900,145 accepting unanticipated revenues from Non-Departmental Services to fund the initial 18 months of a 40-month agreement with Peregrine Technologies, Inc. for participating law enforcement agencies.
BACKGROUND
Peregrine Technologies, Inc. (Peregrine) is a U.S. based provider of law enforcement and public safety software that consolidates data from multiple disparate sources into a single, integrated platform. The system offers interactive tools, including generative AI capabilities, that enable users to efficiently search, analyze, and visualize data in support of real time decision making and interagency collaboration.
Peregrine is widely used by public safety agencies across the Bay Area. The County’s use of the platform will support the development and operation of the Real-Time Crime/Intelligence Center and enhance regional collaboration efforts aimed at improving public safety outcomes.
DISCUSSION
On January 27, 2026 the Board approved an agreement between the County and Peregrine Technologies, Inc. (Resolution No. 081628) for the term of January 31, 2026 through July 31, 2027, in an amount not to exceed $3,386,218.
The Sheriff’s Office has received an initiative from the County Executive’s Office to fund the first 18 months of a 40-month agreement with Peregrine for participating law enforcement agencies. During this initial 18-month period, the Sheriff’s Office will act as the lead agency and administer the contract on behalf of participating agencies, which include the police departments of Atherton, Belmont, Brisbane, Broadmoor, Burlingame, Colma, Daly City, East Palo Alto, Foster City, Hillsborough, Menlo Park, Pacifica, Redwood City, San Bruno, San Mateo, and South San Francisco, as well as the San Mateo County Sheriff’s Office and the District Attorney’s Office. Following the initial funding period, participating agencies may choose to continue their involvement by assuming responsibility for their shares of the contract costs.
The agreement provides platform licensing for all agency staff and includes integration with each agency’s computer-aided dispatch (CAD) data, records management system (RMS) data, digital evidence through Axon Evidence.com, the Sheriff’s Office jail management system (JMS), and select agencies’ Skydio drone-as-first-responder (DFR) data. The agreement also permits additional third-party system integrations, which may be added at the expense of individual participating agencies.
The County Attorney has reviewed and approved the ATR as to form.
COMMUNITY IMPACT
Approval of this ATR will benefit the community by allowing funding to consolidate multiple public safety data sources into a single platform, streamlining operational efficiency and supporting informed, data-driven policing. Residents and visitors throughout San Mateo County will benefit from improved coordination among participating law enforcement agencies, enabling the timely sharing of actionable information to support public safety services.
FISCAL IMPACT
Funding in the amount of $1,900,145 for this ATR in FY 2025-26 will come from Non-Departmental Services.
