On the Southern Border of Pacifica, San Mateo County Processes Preliminary Application for 364 Residential Units at Shamrock Ranch Using the “Builder’s Remedy”

Notes from the Mayor of Pacifica, Christine Boles: “San Mateo County received an SB 330 Preliminary Application for a Builder’s Remedy project in December for Shamrock Ranch. The project would develop a total of 364 housing units, including 73 affordable units (20 percent). The deadline for submittal of a regular application to maintain vesting is in June 2026.

This site is not within the City of Pacifica and we do not have processing authority. The application will be processed by the County and the City of Pacifica will only have the ability to comment on the project.

The applicant may seek annexation to Pacifica, and levels of service that the project may require from the City, need to be determined.”

About the Project
The County Planning and Building Department has received a preliminary SB330/SB8 Builder’s Remedy application at Shamrock Ranch (100 Shamrock Ranch Road) that proposes:

  1. Demolition of 16 existing dwelling units
  2. Construction of 364 residential units; 129 single-family detached homes, 22 duplex units, 63 townhomes, and 150 condominiums 
  3. Designation of 20% of the proposed 364 residential units as affordable (73 units)
  4. Provision of 1,172 on-site parking spaces
  5. Construction of a swimming pool and a recreation room as community amenities

This project also seeks approval of a proposed Vesting Tentative Map.

Pursuant to Senate Bill 330 (SB330) and Senate Bill 8 (SB8) regulations regulations, an applicant may submit a preliminary application to the County and subsequently submit a full application within 180 days.

The full application deadline is June 27, 2026
