PLANS and EMAIL. From Half Moon Bay Senior Planner, Scott Phillips on November 18th, 2024. The City of Half Moon Bay posted a sign on the Coastal Trail below the project site (next to SAM’s Chowder House) over this last month and people noticed, so I email Scott and this was his response.
“The project is incomplete and we are waiting on the applicant to resubmit revised materials. Realistically, we are a long ways out from scheduling any public meetings. That said, an application was submitted. Our code requires the site to be posted. See Section 18.20.060 B 3 of the Half Moon Bay Municipal Code for more information on site postings when an application is submitted.
Per Section 18.38.035 of the Half Moon Bay Municipal Code (Biological Report), the next step is for the City to hire a biologist to prepare a biological report and circulate the report for a 45-day comment period.
Once prepared, the report will be posted to the following webpage ~ City of Half Moon Bay’s Biological Reports and Environmental Documents.
The biological report and comment circulation will need to take place prior to scheduling of any public hearing and installation of story poles. Anyone is welcome to comment on the biological report once prepared and posted to the City’s website. I anticipate that the biological report will be completed and ready for comment circulation in early 2025 and the first public meeting to take place late 2025.
The City will also be selecting an environmental consultant for preparation of an environmental report per the California Environmental Quality Act (CEQA).

Half Moon Bay City Council Meetings ~ 1st & 3rd Tuesdays @ 7:00pm
The Half Moon Bay City Council typically meets on the first and third Tuesday of each month starting at 7pm at the Ted Adcock Community Center, 535 Kelly Avenue. The meeting is also remote by Zoom, Facebook and PCTV. Regular meeting agendas are posted 72 hours in advance. Special meeting agendas are posted 24 hours in advance.

The City Council of Half Moon Bay is the City’s governing body, and consists of five elected members. The Council sets priorities and policies, makes final decisions on all major City matters, adopts ordinances and resolutions, appoints the City Manager and City Attorney, and approves the annual budget.
The City of Half Moon Bay holds district-based elections for its five city council seats. Each Councilmember is elected to a 4 year term. There are no term limits in Half Moon Bay. The City Council selects one of its members to serve as Mayor and one to serve as Vice Mayor, on an annual basis.
The Half Moon Bay City Council typically meets on the first and third Tuesday of each month starting at 7 pm at the Ted Adcock Community Center, 535 Kelly Avenue.
