San Mateo County Planning Commissioner, Lisa Ketcham’s 7/7/22 email to MCC:

During the Director’s Report at Planning Commission this morning, Steve answered my questions on County process for the Cypress Point CDP application, recently submitted.

  • CEQA process: County is in process of selecting a firm to do an Initial Study and EIR.
  • Lawsuit pending against CCC/County re certification of LCP amendment:  County will proceed with processing CDP application unless the court orders them to stop.
  • Hearings at PC & BoS:  Normally the CDP decision by PC is final unless appealed.  In this case adoption of a General Plan amendment by BoS is still required regarding the zoning changes in the LCP amendment.

The County is the lead agency for CEQA on this project so they hire the consultant, although the cost is billed to the Applicant.  The Draft EIR will be posted for public review & written comment to Project Planner for a specific period of time. I would expect this to be about a month.  Comments on correctness, completeness or adequacy of the document are submitted to the Lead Agency during the public review period.  The final EIR will include responses to comments.  When the project comes to the Planning Commission they will be asked to adopt the EIR as well as approve the CDP, Design Review, and grading permit.
PUD-140 — This chapter of the County zoning regulations contains the new development standards for the parcel in significant detail.  These are the standards that the project is expected to conform to in order to approve the CDP.

ISSUES TO CONSIDER FOR THE JULY 2022 SUBMITTAL

This list is not in any priority order, it is a list (and not a complete list) of potential issues that might be mentioned in an MCC letter to the planner and Planning Commission

  • Traffic mitigation

  • Water Supply

  • Fire safety (evacuation, firefighting water, etc.)

  • Local preference (work or live)

  • Parking (not enough, too much)

  • Hazardous substance testing and/or cleanup

  • Style, size, or number of buildings

  • Additional non-vehicle transit (bus, on-demand, car-pool), separate from mitigation

  • Safety (roadways, fire)

  • Midcoast ECO lawsuit on LCP density amendment

  • Construction impact (on traffic, neighbors, etc).

  • Adequacy of Biological, Geological, etc. reports

  • Loss of Open Space

  • Stormwater drainage
