1. Receive Final Water and Sewer Rate Studies and Review and Possible Action Concerning Prop 218 Rate Limits for Sewer Service Charges and Establishment of New Water System Reliability Charge and Sewer Rate Economic Hardship Assistance Discount.

2. Review and Possible Action Concerning Approval of Water and Sewer Budgets and Capital Improvement Programs.

3. Review and Possible Action Concerning Adoption of a Revised Master Fee Schedule.

Background

Since early 2018, the Board and Finance Committee have received almost monthly presentations and have held discussions* regarding revenue deficiencies that impact the District’s ability to fund capital infrastructure improvements.

Just this year, a $500,000 interfund transfer (loan) from sewer funds to water system funds was necessary to balance the water system budget while making regulatory-required system improvements.

To date, the District has a documented annual $2 million in water system capital replacement needs that remains unfunded. Analysis of the sewer system indicates an annual $1.9 million capital investment need, along with $700,000 per year of capital contributions required to support infrastructure improvements at Sewer Authority MidCoastside (SAM).

Without significant financial adjustments in the form of additional revenues, the District will quickly face challenges in maintaining the critical water and sewer systems the community relies upon for service.

MSWD customer Joel Farbstein asks the board to delay the approximately $500 MSWD Water Service Liability Charge, for one year.

He asks them to balance the Covid situation by delaying the  water charge, with the fact that the Water Service Liability Charge has been define non-essential by MSWD. The $1,200 stimulus check is essential for food, rent and medical.

MSWD Director, Scott Boyd requested MSWD legal to weigh in as to whether the board can approve the rate increase, but delay the implementation schedule.

Services

Sewer Authority Mid-Coastside (SAM) – MWSD is a member of SAM, the agency that collects and cleans our Coastside community’s wastewater before it enters the ocean. SAM meets monthly on the 4th Monday at 7:30pm. Jim Harvey and Scott Boyd presently serve as SAM board members.

Recology of the Coast – MWSD has contracted with Recology of the Coast for trash pickup, recycling, and waste hauling.

Visit County Solid Waste Department for more information about recycling, composting, etc.
