Commercial Tenant Eviction Moratorium

Consider adoption by a 4/5 vote of an Urgency Ordinance Establishing a Temporary Moratorium on Commercial Tenant Evictions for Non-Payment of Rent for Tenants Impacted by the COVID-19 Pandemic through May 31, 2020, unless extended or replaced by the City Council

 

City Manager takes 10% furlough pay cut and Workforce Reduction Plan

By motion, approve Amendment No. 2 to the City Manager Employment Agreement with Bob Nisbet, effective May 1, 2020, to adjust the annual salary from $236,500 to $215,000 reflecting a 10 percent salary reduction/furlough in light of financial and budgetary challenges resulting from COVID-19.

As a result of these fiscal and budgetary challenges, the Executive Management Group agreed to reduce executive salaries by 10 percent, effective May 1, 2020, which is equivalent to a schedule reduction from 40 hours per week to 36 hours per week.

Staff Recommendation: Staff recommends the City Council: 1) adopt a resolution to reduce the City’s workforce by six (6) positions in accordance with current Memorandums of Understanding / Personnel Rules; and 2) receive updates from the City Negotiator on meet and confer meetings with the City’s labor groups – International Association of Engineers, Local 39; the Represented Management Team (RMT); and Unrepresented Executive Employees, to provide concessions to assist the City in the unprecedented fiscal situation resulting from the COVID-19 pandemic and resulting economic impacts.
