Half Moon Bay City Council Hosts First Workshop for Downtown Streetscape Master Plan Project
Tue. September 5th @ 6:00pm – 7:00pm
We want to know how you, your family, and your business experience Downtown Half Moon Bay. What would you like to see preserved? What would you like to see changed? These questions and many more are part of the Half Moon Bay Downtown Streetscape Master Plan project. This multi-phase effort includes an extensive community outreach and engagement process, a thorough review of existing conditions, initial design, and a master plan. The City has hired Toole Design, a nationally recognized urban design firm, to lead this important work and help the community to imagine what is possible for Downtown.
The first of multiple opportunities to share your input will be at a special City Council Workshop prior to the upcoming City Council meeting on Tuesday, September 5. The Workshop starts at 6:00 p.m. The City will be hosting this workshop with Toole Design, during which the team will lead a facilitated, interactive discussion and map activity. Please plan on attending and helping to start the process of this important project.

Project Overview
The focus of the Downtown Streetscape Plan is to develop a vibrant but realistic vision for Downtown and Heritage Main Street that speaks to a community-oriented downtown district for the City of Half Moon Bay, its residents, business owners, and visitors.
The Streetscape Master Plan will be based on community feedback for how people and vehicles get around downtown, parking, landscaping, furnishings, public art and more. The city has hired Toole Design, a nationally recognized urban design firm, to lead this important work and help imagine what is possible.
Project Background
The Downtown Streetscape Master Plan is one of 15 recommendations resulting from the Coastside Recovery Initiative a community-driven economic recovery and development to build a more equitable, vibrant and resilient Coastside economy. The City allocated funds from its Capital Improvement Program to support phase one of the Downtown Streetscape Master Plan.
Project Schedule
Extensive community involvement will be important for this project. This will be accomplished through a series of “discovery” activities, taking place between September 12-14, 2023. These activities will include public meetings, field observations, open studio sessions, stakeholder interviews, and public outreach “roadshows” where Toole staff go out to community events or other places the City may suggest.
This multi-phase effort involves re-imagining our Downtown through an extensive community outreach and engagement process, a thorough review of existing conditions, initial design, and a master plan. The primary objectives of the project are to:
- Create a more attractive, accessible, sustainable, and economically vibrant Downtown.
- Preserve and enhance the existing character of Downtown.
- Prioritize improvements that benefit residents, businesses, and visitors

The first opportunity for you to be involved is a “discovery workshop” taking place September 12 through 14, 2023. The three-day workshop will offer a variety of activities including public information meetings, field observations, open studio sessions, stakeholder interviews, and public outreach “roadshows” where Toole Design staff will visit community events or other places where people are gathering, to provide project information, gather input, and answer questions. There will also be a public meeting on September 13 at the I.D.E.S Hall from 6-8 pm. Spanish interpretation services will be available at this meeting.
