Resolution of Censure of Commissioner Sabrina Brennan (Reyering) Review and consider for adoption Resolution 20-08 censuring Commissioner Sabrina Brennan for inappropriate conduct during the April 15, 2020 Regular Board Meeting of the San Mateo County Board of Harbor Commissioners.
Resolution No. 20-08 RESOLUTION CENSURING COMMMISIONER SABRINA BRENNAN FOR INAPPROPRIATE CONDUCT DURING THE APRIL 15, 2020 REGULAR BOARD MEETING OF THE SAN MATEO COUNTY BOARD OF HARBOR COMMISSIONERS
WHEREAS, the San Mateo County Harbor District promotes and maintains the highest standards of personal and professional conduct in the District’s government, reflecting the core values of the community;
WHEREAS, the San Mateo County Harbor District promotes and maintains open communication through demonstrating a willingness to be approachable, open-minded and ready to participate in dialog;
WHEREAS, due to the COVID-19 pandemic and the orders to shelter in place and maintain physical distance, the District is conducting its meetings remotely through telephone and video conference platforms;
WHEREAS, at the April 15, 2020 Regular Board Meeting of the Board of Harbor Commissioners, the Chair requested that the Commissioners follow proper parliamentary procedures and established rules to be followed during the remote Board meeting, specifically:
• Each Commissioner will be polled in a random order for a turn to speak on each agenda matter.
• Each Commissioner should keep their comments until it is their turn so that remarks can be clearly understood and recorded.
• Should any Commissioner wish to make an immediate comment, the Commissioner should ask the Chair for recognition to speak to avoid speaking over others.
• In any event, members of the public and Commissioners must seek recognition from the Chair before speaking.
WHEREAS, Commissioner Brennan, on April 15, 2020 at the Regular Board Meeting of the San Mateo County Board of Harbor Commissioners, failed to yield the floor to other Commissioners or the Chair and continued to speak over other Commissioners and disrupt the meeting;
WHEREAS, Commissioner Brennen was ruled out of order on three separate occasions by the Chair and President of the Board;
WHEREAS, Commissioner Brennan continues to use the Board of Commissioner meetings to make personal attacks against Commissioner Mattusch, regarding alleged conduct that occurred 6 years ago and is irrelevant to the Board’s consideration of the public’s business on the agenda;
WHEREAS, Commissioner Brennen’s conduct is significantly disruptive to the Board’s meetings and ability to conduct the public’s business;
WHEREAS, Commissioner Brennan’s conduct has brought significant negative attention to the Harbor District, as demonstrated by multiple news articles and public, comments made on the record by the San Mateo County Board of Supervisors;
NOW THEREFORE BE IT RESOLVED by the San Mateo County Harbor District Board of Harbor Commissioners that: 1. That Commissioner Sabrina Brennan is hereby censured for the disruptive conduct during the April 15, 2020 Regular Board Meeting of the Harbor Commissioners; 2. That Commissioner Sabrina Brennan is asked to refrain from such disruptive conduct in the future, including using her time during District meetings for attempting to re-litigate matters that have been investigated and resolved.
PASSED, APPROVED AND ADOPTED by the Board of Harbor Commissioners of the San Mateo County Harbor District at a special meeting held on the 3rd day of June 2020 by recorded vote as follows:
