San Mateo County LAFCo Approves New Municipal Service Review Draft Policy for Public Access and Meeting Participation Including LiveStream Availability and Remote Public Comment

Staff Report for Item #10a (Page 179): Legislative and Policy Committee; MSR (Municipal Service Review) Policy Update: Teleconferencing and Public Comment.

Staff: “At the March 19, 2025 LAFCo Meeting, the Commission voted 6-0 to direct LAFCo staff to draft a new MSR policy related to public access and meeting participation at public meetings of the County, cities, and special districts. The draft policy was reviewed by the LAFCo Policy and Legislative Committee on April 23, 2025. The committee unanimously agreed to send the policy document to the full Commission for consideration at the May 21, 2025 meeting.”

1. By motion, direct LAFCo staff to circulate the draft LAFCo Teleconferencing and Public
Comment Policy to the County, cities, and special districts, and other interested parties,
and place the policy for consideration of adoption on the agenda for the the July 16,
2025 Commission meeting. Approved 6-0.

    OR

    2. Direct LAFCo staff to make changes to the draft LAFCo Teleconferencing and Public
    Comment Policy, and return the updated draft to the Legislative and Policy Committee
    for review, to be brought back to the full Commission at a later date for potential
    adoption.

      LAFCo Commission and Staff

      San Mateo LAFCo is governed by a seven-member commission elected to four-year terms. Two commissioners are members of, and appointed by, the County Board of Supervisors; two are members of city councils (appointed by the Council of Mayors); two are members of independent special districts (appointed by the presiding officers of independent special districts); a public member (appointed by the County, city, and special district members); and four alternate members (County, city, special district, and public). LAFCo’s budget is funded by application fees and by the County, cities, and independent special districts. The Commission contracts with the County of San Mateo for an Executive Officer, legal counsel, administrative staff, and office space.

      Meetings
      The Commission meets regularly on the third Wednesday of odd-numbered months (January, March, etc.)  Since March 2020, due to COVID-19, the Commission met via Zoom. As of March 2023, the Commission holds hybrid access meetings. Additional special meetings may be called. All meetings are held at the Board of Supervisors’ Chambers located at 500 County Center, Redwood City, CA 94063. Meeting time is 2:30 pm unless otherwise noted in the agenda. Future agendas are posted the Wednesday prior to the meeting date.
