San Mateo County Harbor District Approves Surfers Beach RV Park Lease with Major Payment Increase and Coastal Development Contingencies; Public Disgruntled over Lost Parking and Lack of Prior Lease Compliance

KN Properties’ Pillar Point Harbor, LLC lease 5 years out of compliance. Introduction of new lease draft by General Manager Jim Pruett. Lease draft completed evening of 6/11/2024 and posted to Harbor website 6/13/2024.

As lease was not accessible to public for the 6/12/2024 meeting, a Special Meeting open session was called for the evening of 6/13/2024 at 5:00pm.

 

 

2. Thursday Special Harbor meeting, open session 6/13/2024 at 5:00pm

Adopt Resolution No. 24-15 approving and authorizing the General Manager to execute a real property lease between San Mateo County Harbor District and the Pillar Point Harbor, LLC., dba Pillar Point RV Park.

Update lease to bring it to current market value and insurance requirements.

Working in cooperation with Pillar Point Harbor LLC., the Harbor District and PPH LLC have come to an agreement to update the real property lease at Surfers Beach. The update was required to reflect the responsibilities and authorities as to the leased property following the completion of the new Surfers Beach Restroom and Greenspace Project, as well as updated the lease amount and insurance requirements.

1. Monthly Lease Payment: $15,782.

2. Cost of Living Adjustment: Beginning January 1, 2027, and each subsequent year, rent shall increase by the greater of 3% or the percentage increase in the Consumer Price Index.

3. Term: Lease with Pillar Point Harbor, LLC. Special Board Meeting June 13, 2024 Page 2 of 2

a. Two-year initial term, with an option for three (3) additional years provided the Tenant is not in default (including compliance with the after the fact Coastal Permit).

b. Option to extend by three (3) additional terms of up to five (5) years each, provided Tenant is not in breach.

 

Harbor Commissioners discussed lease for two hours.

 

3. Monday Special Harbor meeting, closed session 6/17/2024 at 2:00pm

4. Monday Special Harbor meeting, open session 6/24/2024 at 10:00am

Recommendation: Adopt Resolution No. 24-15 approving and authorizing the General Manager to execute a real property lease between San Mateo County Harbor District and the Pillar Point Harbor, LLC., dba Pillar Point RV Park.
