Regarding enforcement, yes, our rangers would be tasked with enforcement of the no parking zone. There are a number of places throughout the District such as Hwy 35 near Portola Heights Road, Alpine Road west of Hwy 35 and others where the District requested and enforces parking restrictions. In my discussions with the sheriff’s office, they will also enforce if it is a designated and signed No Parking zone or when there are other violations such as blocking traffic. We do not expect them to routinely patrol the area for parking, and our rangers will do this. Over the past year with the temporary closure and signage, we have written many parking tickets.
Regarding parking further down the road, we can reasonably expect people to park further west and walk up the road. This is acceptable as the road is wider, straighter (better line of sight) and there are wider shoulders that make it more appropriate for parking. Our request is responsive to the neighbors concerns regarding parking that can make the road impassable in the vicinity of the preserve.
The District is currently planning for a parking lot and trailhead on Verde Road as well as trails on Higgin’s Road near Hwy 1 at Half Moon Bay’s Johnston House. These projects are at least a couple years from fruition and will provide other options for visitors to the area.
