GCSD Staff Report

Attached is the Recology Index Based Rate Adjustment Calculation provided by Glen Bongi, General Manager for Recology of the Coast, for the 2024 calendar year. Recology is requesting a 7.94% increase for GCSD customers receiving garbage and recycling services from Recology. The Index based adjustments are cacluculated on a variety of indexes, as pointed out in Glen’s letter. Much of this increase is due to the dramatic increase in fuel costs. As you can see from the below 2018 amendment to the original Recology franchise agreement, any yearly cost adjustments alternate between Index Based adjustments for two consecutive years, and a Cost Based adjustment for one year.

 

 

 

MWSD Staff Report

In accordance with the existing franchise agreement, Recology provided financial information to the District for the requested 6.00% 2024 rate increase. The District’s accountants RVE Accounting & Advisory was asked to apply procedures to identify any mistakes associated with documents and calculations used by Recology to determine the 2024 Rate year adjustment factor. For rate year 2024, our contract with Recology stipulates the utilization of an index-based calculation as compared to a cost-based calculation, which occurs every third year. Index-based adjustment years provide good faith presentations of Recology’s expenses and applies various CPI increases to determine the rate for the calendar year. For rate year 2024, Recology calculated an increase of 7.87%, however, due to the most recent agreement, a 6% cap was placed on the overall rate, with the remaining 1.87% transferring to rate year 2025. Staff prepared a draft Prop 218 notice for a Public Hearing on December 21, 2023.

The District is responsible for parks, recreation, garbage and recycling services in the unincorporated areas of El Granada, Princeton, Princeton-by-the-Sea, Clipper Ridge, and Miramar.

GCSD Regular Board Meetings are held on the third Thursday of each month at 7:30 pm in the District’s meeting room, and are normally shown on Pacific Coast TV (PCT) (Cable channel 27) at 6:00 am on Wednesday and at 11:00 am Saturday following the meeting (but check the schedule as show times can vary).

Mission Statement

To protect public health and safety, preserve our environment, and maintain fiscal soundness by providing high quality service for wastewater, solid waste collection, recycling, and serving the community’s needs for parks and recreation, through responsible operations and management.

The Granada Sanitary District was formed in 1958 under the California Sanitary District Act of 1923. In October of 2014, the District was reorganized as the Granada Community Services District under California Government Code 61000 et seq.  The District is responsible for parks, recreation, garbage and recycling services in the unincorporated areas of El Granada, Princeton, Princeton-by-the-Sea, Clipper Ridge, and Miramar.  The District is also responsible for the sewage collection system and disposal for approximately 2,500 residences and businesses in these same unincorporated areas as well as the northern portion of the City of Half Moon Bay.  Garbage and recycling services are provided by Recology of the Coast under a franchise agreement with the Granada Community Services District.

The District office is open Monday through Friday from 9:00 a.m. to 5:00 p.m., and is located on the third floor of 504 Avenue Alhambra, El Granada. To contact the District please call (650) 726-7093. Regular board meetings are held on the third Thursday of each month at 7:30 p.m.

2023 Board of Directors

Board members serve four year terms, and are elected on a staggered two year basis in even numbered years. Board members receive $145 per meeting as compensation for their service on the board.

Regular meetings are 7:30pm on the first and third Thursday of each month. They used to held at the District office at 8888 Cabrillo Hwy, next to Pt Montara Lighthouse and Hostel.

Who is on the Board of Directors?

The Board of Directors manages the affairs of the District. Through their bi-monthly meetings they set policy, enact appropriate resolutions or ordinances, approve all payments to vendors, review and approve the budget, set Sewer Service Charge rates, establish connection charges, hire staff, approve contracts and other necessary actions needed to carry out the business of the District.

 

There are five Board members, all of whom are elected at large, and must reside in the Montara or Moss Beach area. The current Board is as follows:

  1. will be interesting to see when gas prices come back down in 2025, if they will adjust downward accordingly – doubtful.
