  1. The SMC Harbor District is one of the least Transparent Public Agencies there is within the entire San Mateo County. Not only do they not hold their meetings when a majority of the Public can attend, in the evenings, like other Special Districts or JPA’s, but they do not have the decency to allow remote participation via Zoom and require the public to attend in person to speak on matters of concern, or via email only. Their technology is poor, as well, and when viewing the videos of the meetings recoded via “Owl” the Audio blanks out sometimes, especially when Director Slater-Carter is speaking, so one misses entire sections of what was said. Other public meetings have a live videographer from PCTV in attendance to record the meetings and manage the Zoom. Many members of the public come away with the sense that it is deliberate to thwart public participation, and certain actions get pushed through with little prior public outreach or advance notice. The recent El Granada Eastside Parking RFP is just one example. Also, it seems unprofessional for a Director to bring their lap dog to a Public Meeting. I can not think of any other meeting where l have any such an action by a public official. At least they are finally moving forward on the beach replenishment project after so much stumbling and back peddling . One hopes that Washington D.C. doesn’t step
    In and torpedo the project at the eleventh hour, with the new administration in power.
