Pillar Point Harbor Retail Building Ad Hoc Committee Report

DATE: July 17, 2024 SUBJECT: Pillar Point Harbor Retail Building Ad Hoc Committee Report

Meeting Summary: On July 2, 2024, the Pillar Point Harbor Retail Building Ad hoc Committee met at the Harbor District Office.

Commissioner Mattusch was in attendance and chaired the meeting. Staff support was provided by Jim Pruett.

Staff provided an update on the permitting of the project. The project is currently working on meeting the requirements under the California Environmental Quality Act (CEQA) and the level of environmental review.

The Initial Study will determine if the project has a significant environmental impact. Depending on the Initial Study, a Negative Declaration, Mitigated Negative Declaration, or Environmental Impact Report may be required. It is unknown at this time which level of review will be required. If a full EIR is required, the project may be delayed for an additional year.

The County recommends that the determination of level of review consider a completed Transportation Improvement and Mitigation Plan (TIMP), Parking analysis, and Geotechnical and Tsunami reports.

Staff is working with the design and engineering firm as well as their CEQA subcontractor to complete the initial study. District is currently planning on an Initial Study followed by a Mitigated Negative Declaration as opposed to an EIR.

A significant concern voiced by the county is the fact the retail center is currently being planned for construction in the tsunami zone.

The next meeting was not scheduled.
