Memorandum of Understanding Between Coastside Fire Protection District and San Mateo County Harbor District Concerning Emergency Maritime Search and Rescue Response

Staff Recommendation

Authorize the Fire Chief to execute a Memorandum of Understanding (MOU) with the San Mateo County Harbor District.

Background/Discussion

While no formal agreement currently exists between the Coastside Fire Protection District (CFPD) and the San Mateo County Harbor District (SMCHD), numerous emergencies over the past decade have necessitated close cooperation between the two agencies. These incidents, including airplane crashes, surf rescues, cliff rescues, vehicle accidents over the side, and other ocean emergencies, have enabled both agencies to develop standard best practices for working together. In meetings between the two District both agencies agreed on a need for more formal relationship to emergencies along the coast. This is particularly important as CFPD Firefighters often board and respond on SMCHD vessels to emergencies at sea. Therefore, to formalize the current partnership and enhance future response capabilities, the proposed MOU has been developed cooperatively between the two agencies.

This MOU formalizes current best practices and will not significantly impact daily operations. By clearly defining the roles and responsibilities of both agencies, the agreement will improve coordination and response to incidents along the San Mateo County coastline. Key areas of collaboration include mutual aid for boat fires, water rescues, medical aid, and cliff/beach rescues. The MOU also establishes protocols for training, resource sharing, and communication. This agreement will provide a clear understanding of the response relationship between the two agencies for the benefit of cooperating agencies, new employees, and the public.

This partnership will significantly enhance emergency response capabilities, improve public safety, and optimize resource utilization. By combining the expertise and assets of both agencies, we can provide a more effective response to maritime incidents.

Fiscal Impact

The MOU is not expected to have a substantial financial impact on the CFPD. Any associated costs will be mutually agreed upon by both agencies.

Conclusion

The MOU with the San Mateo County Harbor District is a strategic step towards strengthening our emergency response capabilities and protecting the public. Staff strongly recommends approval of the Fire Chief to execute the agreement.

The District Board meets once a month on the fourth Wednesday afternoon at 4:00 p.m. at District Headquarters, 1191 Main Street, Half Moon Bay.

Any writings or documents provided to a majority of the Board regarding any item on the agenda will be made available for public inspection at the Administrative Office front counter located at 1191 Main Street, Half Moon Bay, California, during normal business hours.

If you wish to address the board at a meeting, please complete a Speaker Request Form and give to the Board Secretary prior to the start of the meeting.
