Half Moon Bay’s Phase One to Enhance Tenant Protections Starts with a Residential Rental Registration Ordinance

PRESS RELEASE and VIDEO. From the Half Moon Bay City Council meeting on Tuesday, January, 16th, 2024 at 7:00pm, as a hybrid meeting.

 

 

The City Council has identified affordable housing as a multi-year City priority, and recently directed staff to begin work on expanding protections for tenants of non-deed restricted affordable rental housing in the City. A detailed staff report was presented to the City Council and community at the Council meeting on November 7, 2023.

 

The November report included a recommendation, and the City Council affirmed, that the first step in the process of developing a rent control program is to create a Residential Rental Registration program in the City. The registration process provides a means for the City to collect, monitor, and analyze the characteristics of all rental units, renters, and rental rates within Half Moon Bay.

 

The data will serve to inform decision-makers on housing policies and programs now and in the future. Registration and data collection will also assist the City in directing resources to facilitate tenant/landlord relations, education, and mediation.

 

The Residential Rental Registration Ordinance and its implementation are intended protect the private information of tenants as well as proprietary information of landlords, the public release of which could result in competitive disadvantage. The Residential Rental Registration ordinance is scheduled for consideration by the City Council for its meeting on January 16, 2024. (Agenda)

 

On November 7, City Council directed staff to proceed with developing ordinances which would create:

  • A City rent control program based upon the State Costa Hawkins Act,
  • Additional tenant resource measures to provide greater protections and benefits to tenants evicted from rental housing, and
  • An assistance program for tenants who are displaced due to code compliance actions

 

City staff is working on developing the ordinances which would implement these components, and anticipates City Council review to commence in early spring, 2024.

The City Council of Half Moon Bay is the City’s governing body, and consists of five elected members. The Council sets priorities and policies, makes final decisions on all major City matters, adopts ordinances and resolutions, appoints the City Manager and City Attorney, and approves the annual budget.

 

The City of Half Moon Bay holds district-based elections for its five city council seats. Each Councilmember is elected to a 4 year term. There are no term limits in Half Moon Bay. The City Council selects one of its members to serve as Mayor and one to serve as Vice Mayor, on an annual basis.

 

The Half Moon Bay City Council typically meets on the first and third Tuesday of each month starting at 7 pm at the Ted Adcock Community Center, 535 Kelly Avenue.
