Staff Report for the 2023 Housing Element Annual Progress Report

BACKGROUND: Pursuant to Government Code Section 65400, each city and county is required to prepare a Housing Element Annual Progress Report (APR) on the status of implementation of the jurisdictionā€™s housing element. The APR must be prepared using forms and definitions adopted by the California Department of Housing and Community Development (HCD). The APR is meant to serve as a tool for implementing a jurisdictionā€™s Housing Element.

Housing elements must be updated on an eight-year cycle as provided for by the regional planning oversight of the Association of Bay Area Governmentā€™s compliance with SB 375 the Sustainable Communities and Climate Protection Act.

Without this structure, housing elements must be updated on five-year cycles. 2023 is the first year of ā€œCycle 6ā€ housing elements (2023 ā€“ 2031) for the Bay Area; therefore, this is the first report for the Cityā€™s Cycle 6 Housing Element.

Also note that recent legislation (SB 477) requires more detailed reporting than in past years, beginning with the 2023 APR.

 

Half Moon Bayā€™s Cycle 6 Housing Element is pending adoption having been submitted to HCD last summer. Staff is currently completing revisions to the draft element and its associated environmental review. In advance of certification, jurisdictions have been advised to prepare their APRā€™s according to the Regional Housing Needs Allocations (RHNAs) and programs in their draft elements.

HCD Response LetterĀ 

On August 30, 2023, the City of Half Moon Bay received a response letter to the Cycle 6 Draft Housing Element (2023-2031) from the California Department of Housing and Community Development (HCD). The letter from HCD includes various comments and required edits to reach compliance. City staff are currently evaluating the letter and preparing a response to HCD that will incorporate proposed revisions from the City thus far and items addressed in HCD’s letter.

The City Council of Half Moon Bay is the Cityā€™s governing body, and consists of five elected members. The Council sets priorities and policies, makes final decisions on all major City matters, adopts ordinances and resolutions, appoints the City Manager and City Attorney, and approves the annual budget.

 

TheĀ City of Half Moon Bay holds district-based electionsĀ for its five city council seats.Ā Each Councilmember is elected to a 4 year term. There are no term limits in Half Moon Bay. The City Council selects one of its members to serve as Mayor and one to serve as Vice Mayor, on an annual basis.

 

The Half Moon Bay City Council typically meets on the first and third Tuesday of each month starting at 7 pm at the Ted Adcock Community Center, 535 Kelly Avenue.
