3.B STONE PINE COVE AFFORDABLE FARMWORKER HOUSING PROJECT Staff Recommendation: Adopt a resolution: 1) allocating $1.25 million in City Affordable Housing Funds (originating from State of California direct grant) to the Stone Pine Cove Project at 880 Stone Pine Road; and 2) authorizing the City Manager to expend the $1.25 million for project related expenditures including an initial payment of $487,000 to Coastside County Water District for priority water connections.

 

RECOMMENDATION: Adopt a resolution: 1) allocating $1.25 million in City Affordable Housing Funds (originating from State of California direct grant) to the Stone Pine Cove Project at 880 Stone Pine Road; and 2) authorizing the City Manager to expend the $1.25 million for project related expenditures including an initial payment of $487,000 to Coastside County Water District (CCWD) for priority water connections.

 

FISCAL IMPACT: There is no fiscal impact associated with this action. Staff is seeking to allocate $1.25 million in State grant funds which was designated specifically for construction of the Stone Pine Cove project.

880 Stone Pine Investment History

The 880 Stone Pine farmworker housing project has received $3.25M in grants from State Funds, the Sobrato and Chan-Zuckerberg Foundations to go towards their Construction Budget. 

  • In June 2024 the City allotted $1.2M from their affordable housing fund to pay for infrastructure including Coastside County Water District hook-ups.  Sewer will also have to be paid for. 
  • In May 2024 the County approved $11.5M for grading and other ground preparation work (like digging trenches for utilities). 
  • Also in May 2024, the BOS awarded $6M towards buying 47 manufactured homes. $5M of that was awarded to the County as a grant from the Joe Serna Farmworker Housing Grant Homeownership Program to purchase manufactured homes for low-income farmworker families.
  • In July 2023 the BOS also negotiated a loan with the City of Half Moon Bay for a $3.2M loan at 3.13% for 10 years to discharge an iBank Loan which originally funded the purchase of the property from POST (Peninsula Open Space Trust) originally for the City Corp Yard, buy the loan had to be reconfigured so that affordable housing might be built on it.

The City Council of Half Moon Bay is the City’s governing body, and consists of five elected members. The Council sets priorities and policies, makes final decisions on all major City matters, adopts ordinances and resolutions, appoints the City Manager and City Attorney, and approves the annual budget.

 

The City of Half Moon Bay holds district-based elections for its five city council seats. Each Councilmember is elected to a 4 year term. There are no term limits in Half Moon Bay. The City Council selects one of its members to serve as Mayor and one to serve as Vice Mayor, on an annual basis.

 

The Half Moon Bay City Council typically meets on the first and third Tuesday of each month starting at 7 pm at the Ted Adcock Community Center, 535 Kelly Avenue.
