Adopt a resolution recommending the City Council place a measure on the November 5, 2024 general election ballot, proposing amendment of Measure D, the City’s voter-approved Residential Growth Limitations program, and specifically the provisions that add Measure D to the Local Coastal Land Use Plan and the Zoning Ordinance, to exempt Accessory Dwelling Units (ADUs) and deed restricted units affordable to lower income households from Measure D, and to adopt the Town Center Map (Figure 2-2) of the certified Land Use Plan as the designated “downtown area” under Measure D.

Adopt a resolution recommending the City Council place a measure on the November 5, 2024 general election ballot, proposing amendment of Measure D, the City’s voter-approved Residential Growth Limitations program, and specifically the provisions that add Measure D to the Local Coastal Land Use Plan and the Zoning Ordinance, to exempt Accessory Dwelling Units (ADUs) and deed restricted units affordable to lower income households from Measure D, and to adopt the Town Center Map (Figure 2-2) of the certified Land Use Plan as the designated “downtown area” under Measure D.

If approved by the voters, the ballot measure would:

  • Amend Policy 2-16 e. of the Local Coastal Land Use Plan (LUP) by adding an exemption for Accessory Dwelling Units and an exemption for deed restricted units affordable to lower income households; and
  • Amend Policy 2-16 f. of the Local Coastal Land Use Plan (LUP) adopting the Town Center Map (Figure 2-2) as the designated “downtown area”; and
  • Amend Half Moon Bay Municipal Code Section 18.04.010 E. designating the Town Center (Figure 2-2 of the LUP) as the designated “downtown area”; and
  • Amend Half Moon Bay Municipal Code Section 18.04.030 (Exempt developments) by adding a subsection C. and D. adding an exemption for Accessory Dwelling Units and an exemption for deed restricted units affordable to lower income households. Following voter approval, these amendments to the Local Coastal Program would require certification by the Coastal Commission before they take effect.

Attachment 1 – Resolution with Exhibit A

G. The purpose of this Measure is to remove potential constraints on the development of ADUs, Junior ADUs, and deed-restricted affordable housing by exempting these units from Measure D.

 

H. A secondary purpose of this Measure is to align the “Downtown Area” with the City’s Town Center boundaries, which includes neighborhoods traditionally considered a part of the downtown.
