Half Moon Bay Planning Commission Approves Caltrans Hwy 1 Multi-Asset Maintenance Project with Conditions

Summary from HMB Planning Commisioner, Rick Hernadez

The Planning Commission unanimously (3-0) approved the project with the following conditions:

1. Caltrans to remove the pork chop islands at Kelly and Hwy 1.
2. Caltrans to add ADA compliant signals on the Eastern corners of Kelly and Hwy 1.
3. Caltrans to add a cross walk across Highway 1 on the Northern end of the Poplar and Hwy 1 intersection.
4. Caltrans and the City to collaborate on modified lighting that conforms with our dark skies policy in the LUP.
5. The City will put in place monitoring for the 3 culverts that are being replaced and Caltrans will be responsible for mitigating any detected significant increase in runoff.
6. Approved the bike lanes from Capistrano Road to Coronado contingent upon approval by the Coastal Commission (will remove 54 parking spots deemed illegal by Caltrans).
Ultimately, this will create a Class II bike lane as part of Hwy 1 from Devil’s slide to Wavecrest Road in Half Moon Bay. If the Coastal Commission requires a mitigation on the parking, it will apply to the portion of the project in the City jurisdiction.
7. Caltrans will only add new impervious surface to the 2 areas they identified in their plan (0.03 acres).
In addition, city staff are working with Caltrans to identify a simple fix for the portion of Highway 1 between the Pilarcitos Creek bridge and Hwy 92 so that there is a safe pedestrian walkway.

The City Council of Half Moon Bay is the City’s governing body, and consists of five elected members. The Council sets priorities and policies, makes final decisions on all major City matters, adopts ordinances and resolutions, appoints the City Manager and City Attorney, and approves the annual budget.

 

The City of Half Moon Bay holds district-based elections for its five city council seats. Each Councilmember is elected to a 4 year term. There are no term limits in Half Moon Bay. The City Council selects one of its members to serve as Mayor and one to serve as Vice Mayor, on an annual basis.

 

The Half Moon Bay City Council typically meets on the first and third Tuesday of each month starting at 7 pm at the Ted Adcock Community Center, 535 Kelly Avenue.
