VIDEO. From the Half Moon Bay Planning Commission meeting on Tuesday, March 25th, 2025 at 7:00pm, as a hybrid meeting. Agenda and attachments. Item #1C Staff Report.
NOTE: In 1999, the voters of Half Moon Bay adopted Measure D, a measure that restricts the number
of new dwelling units the City may permit in any given year.
Resolution to adopt modified allocations. VOTE: 4-1 YES; Rems NO
Motion 1: Recommendation to City Council to modify staff recommendations on Measure D Allocations to reallocate 2 allocations for 940 Main St. via the Planning Directors equitable distribution right, and to give those two allocations to 775 3rd Ave. and 460 Poplar St. VOTE: 4-1; Rems NO
Motion 2: Recommendation to City Council to approve transfers of Measure D downtown allocations, to the extent they are available, (in September) for all of the project remaining on the list, maintaining the current prioritization for 940 Main St. and 490 Pine St. in their current criteria order. VOTE: 5-0 YES
Motion 3: Recommendations to City Council Planning Commission received staff report for Measure D’s 2025. We agree staff has followed the same process as in last years. We would like to add (Hernandez motion):
1. Include all grocery stores including bodegas (one near Spice Me and the other next to Happy Taco) to be included in the scoring process.
2. All medical practices (Urgent Care) be included in the scoring process.
3. Make a recommendation for an Applicant’s Bill of Rights or more clear checklist, take steps to make sure make more aware of their rights
4. Recommend City Council to consider modifying how ADU’s and JADU’s consume full Measure D allocations.
5. Feedback from City Council on how to handle ties.
VOTE: 3-2 YES; Gorn/Gossett NO

The Planning Commission consists of citizen volunteers appointed by the City Council to make decisions or advise the Council on land use and property development issues. The Commission assures that new development is consistent with our Zoning Ordinance, Subdivision Ordinance, long-range General Plan and Local Coastal Plan, State laws and other public policies that advance the interests of our community.
