Agenda.Ā  Staff Recommendation: Receive a staff presentation, take public comment, and provide
direction to staff regarding: 1) the draft new Chapter 6.06 titled ā€œResidential Rental
Stabilizationā€; 2) the draft new Chapter 6.08 titled ā€œTenant Protectionsā€; 3) amending
Chapter 6.02 titled ā€œHousing Definitionsā€ to incorporate new defined terms from draft
Chapter 6.06 and 6.08; and 4) affirm commitment to proceed with the adoption of a rent
stabilization/control ordinance and enhanced tenant protections ordinance.

 

Staff Report.

The purpose of this Chapter is to adopt regulations establishing a rent stabilization/control
program that governs the annual maximum rent adjustments that a landlords may seek.

 

The stateā€™s Costa-Hawkins Act allows the City to limit annual rent adjustments on rental units (duplexes, triplexes, fourplexes and multi-family) built before 1995.

As previously discussed, the City cannot limit rent adjustments on single detached or attached family homes, or rental units built after 1995.

 

Table 1 is illustrative of these limitations.

 

At 2:34:36 Assistant City Manager, John Doughty reports: 1,600 to 1,800 total rental units total. Per Coasta-Hawkins only 350-400 units will be affected.

The City Council of Half Moon Bay is the Cityā€™s governing body, and consists of five elected members. The Council sets priorities and policies, makes final decisions on all major City matters, adopts ordinances and resolutions, appoints the City Manager and City Attorney, and approves the annual budget.

 

TheĀ City of Half Moon Bay holds district-based electionsĀ for its five city council seats.Ā Each Councilmember is elected to a 4 year term. There are no term limits in Half Moon Bay. The City Council selects one of its members to serve as Mayor and one to serve as Vice Mayor, on an annual basis.

 

The Half Moon Bay City Council typically meets on the first and third Tuesday of each month starting at 7 pm at the Ted Adcock Community Center, 535 Kelly Avenue.
