Half Moon Bay City Council Chooses Consultant to Design Downtown Streetscape Master Plan to Enhance Economic Recovery

The City Council recently approved the execution of a professional services agreement with Toole Design to create a Streetscape Master Plan that will increase access and mobility, stimulate more economic activity, and enhance the visual attributes of downtown. Toole Design is a woman-owned, Oakland-based, urban design firm specializing in multimodal streetscape design. The firm has assembled a highly experienced, multidisciplinary team that will soon kick off work with the City and its partners to develop a community-driven Downtown Streetscape Plan. Toole was selected after a highly competitive Request for Proposal process that resulted in ten firms submitting bids for this project.

The opportunity to revitalize downtown and make improvements to Main Street’s physical design was one of 15 recommendations resulting from the Coastside Recovery Initiative and documented in the final report released last year. These improvements will initially be focused on the four central blocks of Main Street and are expected to create a more accessible and vibrant downtown. Toole has proposed visioning workshops combined with interactive multimedia, live polling, and roundtable discussions so that everyone, including Spanish-speakers and other stakeholder groups can be involved in planning for the future of Half Moon Bay.

Staff Recommendation: Adopt a resolution 1) authorizing the City Manager to execute a professional services agreement with TDG Design Group (dba Toole Design) to prepare a Downtown Streetscape Master Plan in the amount of $232,730; and 2) authorizing the City Manager to negotiate and execute professional services agreements in an amount not to exceed $100,000 for project management and other consultant services related to completion of the Downtown Streetscape Master Plan.
