Ballot Text: Yes or No?
“To help the City of Half Moon Bay maintain financial stability and essential services, such as maintaining 911 emergency response times, sheriff patrols, and disaster/emergency preparedness; keeping public places safe, healthy, and clean; reducing traffic congestion; and maintaining youth and recreation programs, shall a measure establishing a half-cent (0.5%) sales tax, providing approximately $2,000,000 annually for general revenue purposes until ended by voters, with annual audits/locally controlled funding, be adopted?”

Staff Recommendation
Consider adoption by a 4/5 vote of a Resolution setting the City of Half Moon Bay Transactions and Use (Sales) Tax Funding Measure on the November 5, 2024, General Election Ballot to seek voter approval of a proposed half-cent sales tax; and 2) determine if the City Council wishes to submit an argument in favor of the proposed ballot measure, and if so, which two Councilmembers would write it. (Councilmembers Brownstone and Penrose)
Fiscal Impact
The San Mateo County Elections Office estimate for the November General Municipal Election is approximately $45,000 An additional $5,000 is required for advertising, translation services, and printing of election manuals and other candidate materials. The addition of a ballot measure will cost an estimated $10,000.
If approved by the voters, the proposed half-cent transactions and use (sales) tax will generate approximately $2,000,000 annually in unrestricted general revenue to be deposited in the City’s General Fund.
Background
Last spring, the City was informed by the County of San Mateo that following an internal audit of its programs and services, contracts with the Sheriff’s Office and 911 Dispatch would be increased. For Half Moon Bay, total public safety costs (our largest expenditure) increased approximately 51% heading into the current fiscal year. This increase, along with other inflation based increased expenses and lagging tourism revenues, resulted in a multi-million-dollar annual structural deficit that is projected to continue into the foreseeable future.

The City Council of Half Moon Bay is the City’s governing body, and consists of five elected members. The Council sets priorities and policies, makes final decisions on all major City matters, adopts ordinances and resolutions, appoints the City Manager and City Attorney, and approves the annual budget.
The City of Half Moon Bay holds district-based elections for its five city council seats. Each Councilmember is elected to a 4 year term. There are no term limits in Half Moon Bay. The City Council selects one of its members to serve as Mayor and one to serve as Vice Mayor, on an annual basis.
