Agenda Item 4D ~ MOU with Friends of HMB Parks and Recreation for a Feasibility Study for Two-Pool Complex

BACKGROUND: Friends of HMB Parks and Recreation is a nonprofit organization dedicated to supporting public recreation on the coast. At present, a major priority is to enable and promote broader community access to aquatics on the coast. To achieve this goal, a proposal for two new pools to be built at the high school. The first is prioritized for academic and extracurricular aquatics, replacing the existing pool. The second, smaller pool would be separated by a gate, and daily community access would be prioritized for water fitness, water safety instruction, and recreation. This MOU seeks a formal agreement with the District to allow a feasibility study to identify funding sources, design ideas, construction plans, maintenance plans, and operating plans for a Coastal Aquatics Community Center on District property.

The Coastal Aquatics Community Center will consist of swimming pools and affiliated facilities. The feasibility study will determine the possible number and location of swimming pools to be included in the Coastal Aquatics Community Center, the specific use parameters of the Coastal Aquatics Community Center by the District and the general public, the amount of funding necessary for its creation, and possible funding sources for Coastal Aquatics.

Friends of HMB Parks & Recreation seek to establish, at no cost to the District, the feasibility and cost of building two new pools so that this project becomes shovel-ready and, thereby, able to receive funding from public or private entities, still to be determined.

Last week Friends of Half Moon Bay Parks and Recs (FOHMBPAR) presented to the CUSD Board of Trustees a Memorandum of Understanding (MOU) stating our desire to fund a feasibility study for two pools at the high school. The MOU askes the district to allow the feasibility study, funded by Friends, to be done as a first step in getting new pools at the school, as it will determine the cost and location of the new Center, and thereby enable us to fundraise for the actual building project.

Please join us now!  In the last year we have made incredible progress in our plans for a new two pool concept for the community at the High School. As of September 2023, we have raised over $30,000 to put towards the feasibility study needed to begin the creation of the Aquatic Center. We are also delighted to share that we have partnered with the Aquatic Design Group RSM to help us achieve this dream. They are a renowned and established design group that were also used to design and build the pools in Sonomo. The pools shown below are Sonoma High School’s new pools that opened in Summer 2022. 

We hope to build something similar at Half Moon Bay High School for our entire community to use.

Swimming is considered a curriculum requirement in California as part of the Physical Education (PE) program, meaning all students must receive aquatics instruction as part of their PE classes, even if their school doesn’t have a pool; this instruction can include water safety and dry-land stroke practice.

Cabrillo Unified School District (CUSD) Trustee Meetings ~ 2nd Thursday @ 6:30pm

The Cabrillo Unified School District School Governing Board is comprised of five school board members who are elected by the local community. The role of the school board is to provide leadership and oversight of the district. The Board ensures that the district is responsive to the values, beliefs, and priorities of the community.

The term of office for school board members elected in regular elections is four years, beginning on the second Friday in December after their election.  The board meets at least once a month at the District Office, 498 Kelly Avenue, Half Moon Bay. Meetings are open to the public and are usually held on Thursday nights at 6:30 pm.  A portion of the board meeting consists of a “closed” session for the purpose of discussing confidential matters, such as personnel or student issues.
