Full Staff Report and Recommendation: By resolution adopt the Initial Study / Mitigated Negative Declaration (IS/MND) and conditionally approve PDP-23-090, an application for a Coastal Development Permit, Architectural and Site Design Review, and Tentative Parcel Map to allow the development of a 47-unit affordable farmworker manufactured home community on a 6.82-acre portion of 880 Stone Pine Road (APN: 056-260-180), based on the Findings and Evidence contained in Exhibit A of the Draft Resolution (Attachment 1), and subject to the Conditions of Approval in Exhibit B.

880 Stone Pine Investment History
The 880 Stone Pine farmworker housing project has received $3.25M in grants from State Funds, the Sobrato and Chan-Zuckerberg Foundations to go towards their Construction Budget.
- In August 2024 the City extends SWCA’s biological monitoring project contract from $30k to $205k.
- In June 2024 the City allotted $1.2M from their affordable housing fund to pay for infrastructure including Coastside County Water District hook-ups. Sewer will also have to be paid for.
- In May 2024 the County approved $11.5M for grading and other ground preparation work (like digging trenches for utilities).
- Also in May 2024, the BOS awarded $6M towards buying 47 manufactured homes. $5M of that was awarded to the County as a grant from the Joe Serna Farmworker Housing Grant Homeownership Program to purchase manufactured homes for low-income farmworker families.
- In July 2023 the BOS also negotiated a loan with the City of Half Moon Bay for a $3.2M loan at 3.13% for 10 years to discharge an iBank Loan which originally funded the purchase of the property from POST (Peninsula Open Space Trust) originally for the City Corp Yard, buy the loan had to be reconfigured so that affordable housing might be built on it.
